GENERAL REFERENCES
Vehicles and traffic — See Ch. 230.
This chapter shall be known and may be cited
as the "Taxicab Law of the Village of Waterloo, New York."
As used in this chapter, unless the context
or subject matter otherwise requires, the following terms shall have
the meanings indicated:
Any person licensed to drive a taxicab within the Village.
Any person, firm or corporation owning or operating one or
more taxicabs.
A passenger automobile or motor vehicle with a seating capacity
for seven passengers or fewer engaged in the business of carrying,
or at any time used to carry, persons for hire, except vehicles subject
to the provisions of the Transportation Corporations Law or for the
transportation of school children.
A.
Required. No person shall operate any taxicab unless
a license for such vehicle and for its operator, whether owner or
driver, has been issued by the licensing officer and is in full force
and effect.
B.
Inspection. The licensing officer must require the
motor vehicle to be licensed to be inspected and tested before issuing
such license.
C.
Posting. Such license, when issued, shall be affixed
in a conspicuous place within the taxicab.
D.
Transfer. Licenses may be transferred from one vehicle
to another only after notification and approval by the licensing officer
and upon the payment of a transfer fee as established from time to
time by resolution of the Board of Trustees.

E.
Term; fee. Such license shall be issued for the term
of one year, and the licensing officer shall collect a fee as established
from time to time by resolution of the Board of Trustees for each
license issued.

A.
Generally. A person who desires to act as a driver
of a taxicab to be operated within the Village of Waterloo must be
of good character, possess a chauffeur's license and must obtain and
have at all times during the operation of such taxicab a taxicab operator's
license, which shall be issued by the licensing officer. The licensing
officer shall require such information as in his or her best judgment
will be needed to determine the fitness of said driver to operate
a taxicab within the Village, including but not limited to such information
as may be obtained from the applicant's New York State chauffeur's
license and such court records as may be readily available pertaining
to such applicant's driving record.
B.
Specific qualifications. A driver must be able to
read and write the English language, be clean and neat in dress and
appearance and not addicted to the use of intoxicating liquors or
drugs.

Term; fee. The duration of such license shall be for
one year, and the fee for the issuance of said license shall be as
established from time to time by resolution of the Board of Trustees.

B.
Posting. The taxicab driver's license shall be prominently
displayed in any taxicab operated by the driver.
A.
Authority to establish. The Board of Trustees shall
have the authority to establish rates for the operation of taxicabs,
and no person shall be charged higher rates than may be so established.
Any person desiring to charge lesser rates shall file such rates with
the Board of Trustees at least 15 days before such rates become effective.
B.
Display. A copy of all rates under which each taxicab
is operated shall be permanently and conspicuously displayed in each
vehicle.
No driver shall solicit passengers on any street
or at any taxicab stand.
