A. 
Parking violations. In restricted parking areas described in this chapter, it shall be the duty of such police officer or such individual who shall be authorized and instructed by the Chief of Police or other authorized officer to mark by any suitable device the tire of any vehicle parking in such restricted area, noting the time when such marking occurred, and if it is found that said mark has remained on said tire for a period beyond that authorized in such parking area, to take the registration number, date, time of violation, make of vehicle, location and report the same to the office of the Village Justice, as well as such other facts a knowledge of which is necessary to an understanding of the circumstances attending such violation.
B. 
Other nonmoving violations. For other nonmoving violations of this chapter or the Vehicle and Traffic Law, such officer may, in his or her discretion, follow the above procedure and affix the notice as hereinafter provided.
C. 
Enforcement procedures.
(1) 
Each such officer shall also attach to such vehicle a notice stating that such vehicle has been parked or has remained in such place in violation of a provision of this chapter or of the Vehicle and Traffic Law and instructing the owner or operator of such vehicle to report to the office of the Village Justice in regard to such violation.
(2) 
Each such operator or owner shall, within 72 hours of the time when such violation occurred, pay to the office of the Village Justice the sum of $5 for each violation as a civil penalty. If said civil penalty is not paid within said seventy-two-hour period, said civil penalty shall be increased to $10 for each violation. If said civil penalty is not paid within 30 days from the date of said violation, said civil penalty shall be increased to $25 for each violation.

(3) 
The failure of such owner or operator to make such payment or payments as aforesaid shall render such owner or operator subject to the penalties as hereinafter provided.
(4) 
It shall be presumed that any vehicle parking in violation of any provision of this chapter or the Vehicle and Traffic Law was parked with the permission of the owner.

Except as otherwise provided in this chapter, the penalties for the violation of this chapter are contained in Title 9, Article 45, and § 1180, Subdivision (h), of the Vehicle and Traffic Law of the State of New York.
