No person shall stand, sleep, sit or remain upon any stairway, staircase, hall, roof, elevator, cellar, courtyard or any passageway, lobby or entrance in or to any public building or any building whereon the public shall be invited to congregate so as to prevent free access thereto or to interfere with or interrupt the conduct of business therein.
No person shall, by his or her presence or by other means, either alone or in concert with others, loiter upon any public sidewalk, street or public place in such a manner as to unreasonably interfere with or to prevent access thereto by other members of the public or the exercise of duties by the public officers or employees.
