It is hereby declared and found that it is a
matter of public health and safety to control and regulate the use
of Kelleher Field since the field is of a small size, is intended
to be used for a Little League or similar activity and is contiguous
to residential homes. It is further found that the field is of such
a small size that the use thereof by individuals playing or practicing
golf and by individuals other than children playing baseball, softball
or the like creates a hazard to the surrounding and contiguous area
as well as on the field itself.
The Board may waive or modify the provisions of §
154-4 hereof by specific, written authorization upon an appropriate application.
The Board may from time to time enact, by resolution,
appropriate guidelines and policies to fulfill the mandates of the
foregoing provisions.

Any person violating any provision of this article shall be guilty of a violation punishable as provided in Chapter
1, §§
1-18 and
1-19 of this Code.
