It is hereby declared and found that it is a
matter of public health and safety to control and regulate the use
of Kelleher Field since the field is of a small size, is intended
to be used for a Little League or similar activity and is contiguous
to residential homes. It is further found that the field is of such
a small size that the use thereof by individuals playing or practicing
golf and by individuals other than children playing baseball, softball
or the like creates a hazard to the surrounding and contiguous area
as well as on the field itself.
A.
No individual or group of individuals, team, organization
or the like where any one such individual or groups of individuals
is or are 14 years of age or over may utilize Kelleher Field for the
playing of any sport which consists or may consist of hitting a ball
or other projectile, including but not limited to baseball, softball
or other similar activity. The foregoing prohibition shall not apply
to individuals 14 years of age or over who are playing under the direct
and present supervision of an adult.
B.
Golf playing or practice thereof is totally prohibited
by all individuals regardless of age on or around Kelleher Field.
The Board may waive or modify the provisions of § 154-4 hereof by specific, written authorization upon an appropriate application.
The Board may from time to time enact, by resolution,
appropriate guidelines and policies to fulfill the mandates of the
foregoing provisions.
