This chapter shall be known and may be cited
as the "Plumbing Code of the Incorporated Village of Williston Park."
It shall be unlawful for any person to do any
plumbing work in the village except in compliance with the provisions
of this chapter.
The Board of Public Safety shall have sole jurisdiction,
subject to review by the Board of Trustees, of the licensing of all
individuals, firms and corporations who or which may engage or undertake
to do any plumbing work in the village, and it shall further hear
all appeals from decisions or actions on the part of the Plumbing
Inspector as hereinafter provided and shall otherwise be responsible
for the enforcement of and compliance with all of the provisions of
the Plumbing Code.
As used in this chapter, unless the contents
or subject matter otherwise requires, the following terms shall have
the meanings indicated:
Acceptable or accepted by the Plumbing Inspector as conforming
to the State Uniform Fire Prevention and Building Code applicable
to plumbing.

A branch leading from a soil, waste or vent pipe, house drain
or house sewer which is terminated at a developed distance of two
feet or more by means of a cap, plug or other fitting not used for
admitting water to the pipe.
That part of the lowest horizontal piping of a house drainage
system which receives the discharge from soil, waste and other drainage
pipes inside the walls of any building and conveys the same to the
house sewer beginning at the end of the existing CI pipe or two feet
outside the outer face of the building wall. Where the house trap
is located outside of the building wall, it shall be considered as
part of the house drain.
That part of the horizontal piping of a house drainage system
extending from the house drain at the end of the existing CI pipe
or two feet outside of the outer face of the building wall to its
connection with the public sewer or private disposal plant and conveying
the drainage of but one building site.
A person in the employ of or working under the supervision
of a master plumber, as defined in this section, who does the actual
work of installing, setting up or putting together plumbing fixtures,
pipes or appurtenances which are connected or are to be connected
with the sewerage system of a building or structure or who does the
actual work of connecting such plumbing fixtures, pipes or appurtenances
with a sewerage system. It shall not include apprentices or helpers
who work in the presence of and under the direct supervision of a
journeyman plumber.
The main of any system of horizontal, vertical or continuous
piping shall mean that part of such system which receives the waste
vented from fixture outlets or traps, directly or through branch pipes.
A person established in the plumbing business as an individual,
member of a partnership or officer of a corporation and engaged by
a contract or otherwise in the work of installing, setting up or putting
together any plumbing fixtures, pipes or appurtenances of any kind
which are connected or are to be connected with the water, gas or
sewerage system of a building or in the work of connecting such plumbing
fixtures, pipes or appurtenances.
Any pipe which conveys the discharge of water closets, with
or without the discharges from other fixtures, to the house drain.
Any vertical line of soil, waste or vent piping.
A fitting or device so constructed as to prevent the passage
of air or gas through a pipe without materially affecting the flow
of sewage or wastewater through it.
The vertical distance between the crown weir and the dip
of the trap.
Any pipe provided to ventilate the plumbing system and to
prevent trap siphonage and back pressure.
Any pipe which receives the discharge of any fixture, except
water closets and urinals, and conveys the same to the house drain,
soil or water stacks.
Those pipes which convey water from the service pipe to the
plumbing fixtures.
That pipe from the water main to the building served.
