As used in this chapter, unless the context or subject matter otherwise requires, the following terms shall have the meanings indicated:
SHOPPING BASKET
Any hand-carried device commonly used in retail or self-service stores or similar commercial establishments for the transportation or carrying of goods, wares and merchandise for the convenience of customers thereof.
SHOPPING CART
Any hand-pushed device on wheels or a carriage commonly used in grocery stores, supermarkets, self-service stores or similar commercial establishments for the transportation of grocery items or other goods, wares and merchandise for the convenience of customers thereof.
No person shall leave or suffer or permit to be left any shopping cart or basket either owned by him or her or in his or her possession, custody or control in or upon any street, sidewalk, municipal parking lot or other public place within the village.
No person shall, without the permission of the owner or operator or his or her duly authorized representative, remove any shopping cart from any grocery store, supermarket, self-service store or similar commercial establishment except to unload the same into an automobile or other motor vehicle parked in an adjoining public or private parking lot or on the same side and in the same block of the public street or highway on which such store or similar commercial establishment is located. Such person shall, immediately upon unloading such shopping cart, return the same to such store or commercial establishment or to a place designated by the owner or operator thereof for the return of such cart.
No person shall remove any shopping basket, not his or her own, from any grocery store, supermarket, self-service store or similar commercial establishment without the specific permission of the owner or operator of such establishment.
The Village of Williston Park and its authorized officers or employees may remove and tow away, or have removed and towed away by commercial towing service, any shopping cart or wagon abandoned in or upon any street, sidewalk, municipal parking field or other public place within the village. Any such shopping cart or wagon or other similar vehicle or device so towed away shall be stored in a safe place and shall be returned to the owner or operator of such shopping cart upon payment of a fee as provided in Chapter 93, Fees.

Any person violating any provision of this chapter shall be guilty of a violation punishable as provided in Chapter 1, §§ 1-18 and 1-19 of this Code.
