No such permit shall be granted except at a meeting of said Board of Trustees and upon the written application of the owner of such building or structure stating the route upon which the building is to be moved and the size of the building or structure. In addition thereto, the Board of Trustees may require the owner or his or her contractor to obtain a public liability insurance policy for personal injury and property damage in such amounts as it deems necessary to adequately protect the public and to file with the Village Clerk a certificate of insurance, cancelable only on 10 days' written notice, issued by an insurance carrier licensed to do business in the State of New York and which policy shall be approved by the Village Attorney as to form prior to issuance of the permit.
