The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.

Commercial vehicles. The parking of commercial vehicles,
school buses, trailers and semitrailers is hereby prohibited on all
public highways within the Village between the hours of 9:00 p.m.
and 6:00 a.m. and all day Sunday. For the purposes of this subsection,
the following definitions shall apply:

Every type of motor-driven vehicle used for business purposes
on the highways, such as the transportation of goods, wares and merchandise.
Every motor vehicle owned by a public or governmental agency
or private school, day-care center, day camp or nursery school or
privately owned and operated for compensation and used for the transportation
of pupils, teachers, other persons in a supervisory capacity and any
other passengers, whether children or adults, to and from a school,
day-care center, day camp, nursery school or activities related thereto.
Every vehicle with or without motive power designed for carrying
persons or property and for being drawn by a motor vehicle and so
constructed that some part of its weight and that of its load rests
upon or is carried by another vehicle.
Every vehicle with or without motive power designed for carrying
persons or property and for being drawn by a motor vehicle and so
constructed that no part of its weight rests upon the towing vehicle.

B.
Declaration of snow emergency. The parking of vehicles
is hereby prohibited on all public highways within the Village upon
declaration of a snow emergency by the Mayor. A snow emergency shall
be deemed to exist from the time when there are at least two inches
of snow on the ground and shall continue for 18 hours thereafter.

All vehicles. Anything to the contrary in this section
notwithstanding, it shall be unlawful for any motor vehicle (as that
term is defined in the Vehicle and Traffic Law of the State of New
York) to be parked or otherwise left unattended on any residential
street in the Village of Williston Park for a period of time exceeding
72 consecutive hours. For the purpose of this subsection, "residential
street" shall mean any public highway in the Village of Williston
Park, other than Willis Avenue and Hillside Avenue.

A.
Municipal Parking Lot No. 1. The municipal parking
lot of the Incorporated Village of Williston Park adjacent to the
Long Island Railroad Station and bounded on the north by a line 127
feet south of the south line of Hillside Avenue, on the south by a
line extended of Sheridan Avenue, on the east by the Long Island Railroad
property and on the west by Pennsylvania Avenue is hereby designated
as Municipal Parking Lot No. 1, wherein the parking of vehicles shall
be permitted on the following conditions:

(1)
No person shall park any automobile or other vehicle in such parking lot unless such person shall have first obtained from the Village Clerk of the Village of Williston Park a permit therefor as provided in Chapter 93, Fees, of this Municipal Code or, having obtained such permit, for a period of more than 18 continuous hours in any one day.
B.
Municipal Parking Lot No. 2. The municipal parking
lot of the Incorporated Village of Williston Park bounded on the east
by Pennsylvania Avenue, on the south by Sheridan Avenue, on the west
by Nassau Boulevard and on the north by a line parallel to Sheridan
Avenue approximately 180 feet north of Sheridan Avenue and running
along the northerly boundary of said parking lot is hereby designated
as Municipal Parking Lot No. 2, wherein the parking of vehicles shall
be permitted upon the following conditions only:
(1)
The southerly 2/3 of such parking lot, as designated
by a raised island placed thereon by this Village, is hereby designated
as a commuters parking field, and the northerly 1/3 of such lot is
hereby designated as a shoppers parking field.
(2)
No person shall park any automobile or other vehicle
in any part of the northerly 1/3 of said parking field, herein designated
as the shoppers parking field, for more than three continuous hours
in any one day.
(3)
Notwithstanding the foregoing, no person shall park
any automobile or other vehicle for more than 15 consecutive minutes
between the hours of 9:00 a.m. and 5:00 p.m., Monday through Saturday
(except holidays), in the first eight parking spaces located along
the northerly boundary of said shoppers parking field, beginning at
the west side of Pennsylvania Avenue and running westerly therefrom
a distance of approximately 80 feet.

No person shall park any automobile or other vehicle in the southerly 2/3 of such parking lot, known as the "commuters parking field," unless such person shall be a resident of the Village of Williston Park and shall have first obtained from the Village Clerk of the Village of Williston Park a permit therefor as provided in Subsection A(1) of this section or, having obtained such a permit, for a period of more than 18 continuous hours in any one day.
(5)
The holder of such permit shall approach and enter
the parking field at such points or places as the Village may designate
by appropriate signs marked "Entrance Only" and shall leave such parking
lot at such points or places as the Village shall designate by appropriate
signs marked "Exit Only," and the holder of such permit shall park
his or her said vehicle in such parking space within the lines and
other markings established therefor and shall in all respects abide
by the rules and regulations of the Village for the parking of vehicles
therein. Any failure on the part of such permittee to abide by such
rules and regulations shall, in addition to the penalties provided
by law, subject the permittee to the recall and cancellation of his
or her parking permit, and the permittee shall thereby forfeit his
or her right to use such parking space during the balance of any such
calendar year.
C.
Municipal Parking Lot No. 3. The municipal parking
lot of the Incorporated Village of Williston Park bounded on the south
side by Sheridan Avenue and bounded on the north side by Hillside
Avenue, approximately 200 feet east from the intersection of Hillside
and Willis Avenues on the south side of Hillside Avenue, is hereby
designated as Municipal Parking Lot No. 3, wherein the parking of
vehicles shall be permitted upon the following conditions only:
(1)
The easterly portion of such parking lot, as marked
off by a boundary line placed thereon by the Village of Williston
Park, is hereby designated as a merchants parking field. The westerly
portion and central portion of such parking lot, as marked off by
a boundary line placed thereon by the Incorporated Village of Williston
Park, are hereby designated as a shoppers parking field.
(2)
No person shall park any automobile or any other vehicle in any part of the westerly portion of said parking field, herein designated as the shoppers parking field, for more than three continuous hours in any one day from 7:00 a.m. to 10:00 p.m. No person shall park any automobile or any other vehicle in the shoppers parking field from 10:00 p.m. to 7:00 a.m. unless such person shall have first obtained from the Village Clerk of the Village of Williston Park a permit therefor as provided in Subsection A(1) of this section.

(3)
No person shall park any automobile or other vehicle in the easterly portion of such parking lot, known as the merchants parking field, unless such person shall have first obtained from the Village Clerk of the Village of Williston Park a permit therefor as provided in Subsection A(1) of this section.
(4)
No commercial vehicle shall be allowed to enter, remain
standing or park in any part of this parking field.
(5)
The entrance at Hillside Avenue shall be one way for
a distance of 120 feet southbound from the Hillside Avenue curbline.

D.
Municipal Parking Lot No. 4. The municipal parking
lot of the Incorporated Village of Williston Park located on the southwest
corner of Liberty Avenue and Hillside Avenue is hereby designated
as Municipal Parking Lot No. 4, wherein the parking of vehicles shall
be permitted upon the following conditions only:
(1)
No person shall park any automobile or other vehicle
in any part of such parking lot designated a shoppers parking field
for more than three continuous hours in any one day from 7:00 a.m.
to 10:00 p.m.
(2)
No person shall park any automobile or other vehicle in any other part of such parking lot or in the shoppers parking field from 10:00 p.m. to 7:00 a.m. unless such person shall have first obtained from the Village Clerk of the Incorporated Village of Williston Park a permit therefor as provided in Subsection A(1) of this section.
(3)
No commercial vehicles shall be allowed to enter or
remain standing or park in any part of this parking lot.
E.
Municipal Parking Lot No. 5. The municipal parking
lot on the southeast corner of Fordham Street and Willis Avenue will
be available for parking of vehicles upon the following conditions:

(2)
Effective January 1, 2012:
(a)
No person shall park any automobile or any other vehicle in any part
of the westerly portion of said parking lot for more than 90 minutes
in any one day from 7:00 a.m. to 10:00 p.m.;
(b)
No person shall park any automobile or other vehicle in such parking lot from 10:00 p.m. to 7:00 a.m. unless such person shall have first obtained from the Village Clerk of the Incorporated Village of Williston Park a permit therefor as provided in Chapter 93, Fees, of the Village Code or, having obtained such permit, for a period of more than 18 continuous hours in any one day;
(c)
No commercial vehicles shall be allowed to enter, remain standing,
or park in any part of this parking lot; and
(d)
No person shall park any automobile or other vehicle in the easterly portion of such parking lot from 7:00 a.m. to 10:00 p.m. unless such person shall have first obtained from the Village Clerk of the Incorporated Village of Williston Park a permit therefor as provided in Chapter 93, Fees, of the Village Code or, having obtained such permit, for a period of more than 18 continuous hours in any one day.
F.
Municipal Parking Lot No. 6. The municipal parking
lot of the Incorporated Village of Williston Park located on the northeast
corner of Willis Avenue and Meagher Place, the easterly portion of
the Municipal Building property, shall be designated as Municipal
Parking Lot No. 6, wherein the parking of vehicles shall be permitted
upon the following conditions only:

(1)
Nine parking spaces shall be marked off in the easterly
portion of said parking lot and designated for the purpose of the
parking of vehicles for persons conducting business at the Municipal
Building and/or library.
(2)
Two parking spaces shall be marked off in the northeast
corner of said parking lot and designated for the parking of vehicles
of officials and employees of the Municipal Building and/or library.
(3)
Two parking spaces shall be marked off in the westerly
portion of said parking lot and designated for the sole purpose of
the parking of vehicles for the Williston Park Fire Department Emergency
Relief Squad drivers on call. Parking for any other purpose is strictly
prohibited.
(4)
Nine parking spaces shall be marked off in the westerly
portion of said parking lot and designated for the parking of vehicles
of officials and employees of the Municipal Building and/or library.
(6)
No commercial vehicles shall be allowed to enter,
remain standing or park in any part of this parking lot except for
the express purpose of deliveries and/or repairs to the Municipal
Building and/or library.
