A. 
Authority to impound vehicles.
(1) 
When any vehicle is parked or abandoned on any highway within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed by authority of the Supervisor of Public Works so designated by the Board of Trustees.
(2) 
When any vehicle is found unattended on any highway within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by authority of the designated Supervisor of Public Works.
(3) 
When any vehicle is parked or abandoned on any highway within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by authority of the designated Supervisor of Public Works.
B. 
Storage and charges. After removal of any vehicle as provided in this section, the designated Supervisor of Public Works may store such vehicle in a suitable place at the expense of the owner. Such owner, or the person in charge of the vehicle, may redeem the same upon payment to the Village Clerk of the amount of all expenses actually and necessarily incurred by the Village in effecting such removal, together with any charges for such storage incurred by the Village.
C. 
Notice of removal. The designated Supervisor of Public Works shall without delay report the removal and the disposition of any vehicle removed as provided in this section to the Village Clerk, and it shall be the duty of the Village Clerk to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him or her of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.

A. 
Trucks, buses, tractors, trailers, semitrailers and any other type of motor vehicle used for commercial purposes, such as the transportation of goods, wares, people and merchandise, provided that such vehicles weigh in excess of 8,000 pounds, are hereby excluded from the highways owned and maintained by the Village within the Village.
B. 
The regulations established in this section shall not be construed to prevent the delivery or pickup of passengers, merchandise or other property and the operation of school buses along the highways from which such vehicles are otherwise excluded.
C. 
For the purposes of this section, the terms "truck," "bus" and "tractor" shall have the meanings set forth in Article I of the Vehicle and Traffic Law. The terms "trailer," "semitrailer" and "commercial vehicle" shall have the meanings set forth in § 219-12 of this chapter.
