No person or corporation will be permitted to use the water of the village for any purpose without having first obtained the right from the village on a written application therefor. Applications for the introduction of water to any premises or for the extension of any pipe for the conveyance of such water shall be made upon a blank furnished for the purpose, signed by the owner of the property or his or her agent. Expenditures attending the introduction of water to any premises must be paid by the applicant at the time of making application.
No person shall make any attachment with the pipes of the waterworks or make any repairs, additions to or alterations with the service water pipes unless he or she is a plumber licensed by the village. A list of names of the plumbers who are permitted to work from mains will be found at the office of the Village Clerk.
No plumber will be permitted to tap the mains or distributing pipes at any time.
No plumber will be allowed to make any attachment to or alteration in any pipe by which water is supplied to consumers or to open the street for the introduction of service pipe without a written permit from the Village Clerk.
Whenever any street or public grounds shall be opened for the purpose of making a connection with the mains or for laying any water pipes or fixtures, public safety and convenience shall be duly regarded and the street or public place shall be restored to its original condition as soon as possible, and whenever a trench is opened, bridges for the safety and convenience of the public shall be provided, and if left open at night such excavations and bridges shall be guarded with barricades, and lights shall be displayed to warn and protect the public.

All service pipes must be of brass or copper, not less than three-fourths-inch inside diameter, connected to the mains by a proper gooseneck. Every service pipe must have a stop cock of the inverted-key type at the sidewalk and be provided with an iron curb box and cover, all to be approved by the village. Said stop cock shall always be under the entire control of said village.
A. 
Maintenance and protection. Water takers must keep their own water pipes and all fixtures connected therewith in good repair and protected from the frost at their own expense.
B. 
Stop and waste cock. They must provide a stop and waste cock properly located inside the wall of the building on the consumer's side of the meter and have the pipes so arranged that the water may be drawn from them whenever necessary.
C. 
Connection between meter and main prohibited. No outlet through which water can be taken between the meter and the mains will be permitted.
D. 
Use of red or white lead on joints prohibited. No red or white lead will be permitted to be used by plumbers on joints between the meter and the main.
Service pipes must be laid at least four feet below the surface of the ground, and in no case will any water pipe be allowed to be laid in any sewer or drain trench, nor will any drainage into a water pipe trench be permitted.
All tapping must be performed under the supervision of the Board of Trustees. The corporation cock and appurtenances shall be of a type and size approved by the Board of Trustees and shall remain the property of the village. The gooseneck or brass connection shall be not less than 5/8 inch in size.
No plumber shall leave the stop cock at the sidewalk open or allow the water to run on the premises after making any new connection with the street mains or after making any new extension or attachment in unoccupied premises, but in cases where the work is a simple extension or additional attachments on the consumer's side of the meter in places where the water is then in use, the plumber may leave the water on. In cases of new connections the village will, on notification that the work is complete, cause the same to be inspected and if found satisfactory will turn on the water.

Excepting on the pipes on the consumer's side of the meter, no addition or alterations whatever in or about public or private water pipes shall be made by any person until application therefor has been made on the books of the Village and a written permit given therefor. If upon excavation it is determined that the piping from the service to the house consists of lead, said piping must be replaced in its entirety and converted to copper.

A. 
Every service pipe shall have placed therein, to be furnished by the owner of the premises, a water meter of a type to be approved by the village, which meter the users of water shall at no time tamper with. Said meter shall be set in an accessible place to be approved by the village and at all reasonable times open to inspection and reading by the village or its agents.
B. 
If a meter becomes damaged through the carelessness of the owner or tenant by failure to protect the same or by allowing said meter to become frozen or is injured by hot water or steam setting back from boilers or from any other cause, it shall be reported to the village immediately. If, in the opinion of the inspector, the meter becomes inaccurate as a result of such causes, the meter shall be repaired or replaced at the sole cost of the property owner or tenant, and if such repair or replacement is not made within the time fixed by the village or if the owner or tenant fails to pay the cost thereof on demand, the village may shut off the water from said property without further notice and the water will not be turned on again until all charges are paid, and the amount of such charges shall be a lien against the property.
All plumbers shall, within 24 hours after completing any attachment, connection or alteration, make a true return, in writing, on a blank furnished for the purpose. Every return must be full and complete in every particular. This rule must be strictly observed.
