There shall be a Planning Board which shall act in an advisory capacity to the Council in all matters concerning the physical growth and development of the Town and affecting the health, safety and general welfare of the people. The Planning Board shall administer the Subdivision Ordinance of the Town as required by that Ordinance and perform such other duties as may be prescribed by law.
Membership, Terms of Office and Vacancies. The Planning Board shall consist of seven members appointed by the Council from among the qualified electors of the Town, each for a term of five years. The said terms shall be so arranged that the term of no more than two nor fewer than one member shall expire each year. No member shall be an elected official or employee of the Town. Any vacancy which may occur in the membership of the Board shall be filled by the Council for the remainder of the unexpired term. The Board shall elect a chairperson and such other officers as it may determine from among its membership.
There shall be a Zoning Board of Review which shall have such powers and duties as are prescribed by the Laws of the State and Ordinance of the Town for such Boards. The Zoning Board of Review shall also serve as the Platting Board of Review and shall have such powers and duties as are prescribed by the Laws of the State and Ordinances of the Town for such Boards.

The Council shall each year at its January meeting name two auxiliary members of said Board who shall sit as active members whenever required. The Board shall elect a chairperson and such other officers as it may determine from among its membership.
