There shall be a Department of Public Works, the head of which shall be the Commissioner of Public Works who shall be graduated from a recognized college or university with a degree or associate degree or shall have at least five (5) years of managerial experience in municipal public works or related field. The department shall:
A. 
Be responsible for all matters relating to the construction, management, maintenance and operation of the physical properties of the City other than office supplies, furniture and equipment;
B. 
Direct and supervise the preparation of plans and specifications and the letting and performance of contracts for all City public works or improvements; and
C. 
Provide all engineering and mechanical services required by any department, office or agency of the City government, except as otherwise directed by the Mayor. Provide or secure according to all applicable laws, rules or ordinances, all engineering and mechanical services required by any department, office or agency of the city government, except as otherwise directed by the Mayor.
There shall be a Division of Street Services, a Division of Sanitation, and a Division of Public Property, all of which are under the direction and supervision of the Commissioner of Public Works
Within the Department of Public Works there shall be a Division of Street Services. Under the direction and supervision of the Commissioner of Public Works the Division shall:
A. 
Maintain and repair all City streets, bridges, culverts and drains under the City's jurisdiction.
B. 
Construct and reconstruct streets, roads, bridges, culverts and drains; treat road surfaces and resurface streets and roads according to such standards and schedules as directed or approved by the Commissioner of Public Works.
C. 
Maintain all City streets in a clean and safe condition, free of obstruction and hazards and remove snow and ice therefrom as required.
D. 
Receive application for and issue street opening permits.
E. 
Supervise the administration of streetlighting contracts;
F. 
Trim, plant and care for trees, public parks and greens.
Within the Department of Public Works there shall be a Division of Sanitation. Under the direction and supervision of the Commissioner of Public Works the Division shall:
A. 
Provide, operate and maintain facilities for the collection and disposal of refuse and garbage at such times and in such manner as may be authorized by ordinance.
B. 
Operate and maintain City incinerators and dumps and related facilities.
Within the Department of Public Works there shall be a Division of Public Property. Under the direction and supervision of the Commissioner of Public Works the Division shall:
A. 
Operate, maintain and repair City-owned buildings and properties, and provide custodial and janitorial services therefor, including office quarters, waterfront property and all other real estate.
B. 
Maintain and repair play fields and playgrounds and recreational areas and facilities, as requested and pursuant to instructions of the Director of Parks and Recreation.
C. 
Control the care, storage, use and disposition of motor vehicles and motorized equipment owned by the City, other than fire engines, and for this purpose the Division shall: (1) Operate or supervise the operation of a garage or garages for the storage, servicing, repair and maintenance of City-owned motor vehicles;
(1) 
Supervise any work done by contract for the storage, repair, servicing and maintenance of City owned motor vehicles or equipment; and
(2) 
Control the maintenance of motor vehicles or equipment owned by the City by maintaining individual vehicle records of mileage, costs of operation and maintenance and replacement schedules.
