This Township shall join with other Pennsylvania municipalities and become a member of the Pennsylvania Intergovernmental Risk Management Association.
A. 
This Township shall enter into an intergovernmental contract with the aforesaid Association in the standard form utilized by it. Such contract is hereby incorporated into this chapter, and a verbatim copy shall be attached to the official minutes of the meeting at which this chapter is enacted.
B. 
The Secretary of this Township is authorized and instructed to execute, on behalf of the Township, such contract and any amendment or modifications thereof as may be required from time to time by the Association.
The aforesaid Association is designated as the official custodian of the funds of this Township which are invested by the Association pursuant to the intergovernmental contract.
In accordance with the enabling legislation referred to in § 31-5, the following matters are determined:
A. 
The conditions of agreement are set forth in the intergovernmental contract referred to in § 31-2 above.
B. 
This Township's participation in the Association shall be terminable at any time by ordinance.
C. 
The purposes and objectives of the agreement are set forth above and in the intergovernmental contract, and the actions contemplated thereby and the purposes and objectives contained therein are otherwise legal as part of a pooled arrangement with other governmental units, thereby achieving economic and other advantages of intergovernmental cooperation.
D. 
It is not necessary to finance the agreement authorized herein from Township funds except through the contribution of this Municipality's basis rate (as such term is defined in the intergovernmental contract) to the Association.
E. 
The Association shall be managed by a Board of Commissioners or Executive Committee as set forth in the bylaws of said Association, a copy of which has been provided for review in connection with the adoption of this chapter.
F. 
All property real or personal, shall be acquired, managed or disposed of by the Association in accordance with the terms of the intergovernmental contract.
This chapter is enacted pursuant to Section 1507 of the Second Class Township Code[1] and Chapter 23, Subchapter A of the General Local Government Code (53 Pa.C.S.A. §§ 2301 through 2315, formerly Act No. 180 of 1972, as amended), relating to intergovernmental cooperation.
