GENERAL REFERENCES
Parks and recreation — See Ch. 107.
There is hereby created a recreation commission known as the "Recreation Commission of Lehigh Township."
A. 
The Commission shall be composed of five members, to be appointed by the Board of Supervisors, with the power to provide and conduct recreation and cultural activities and maintain public recreation areas, facilities and centers, subject to all the responsibilities of the recreation enabling legislation.

B. 
The Commission members shall serve for terms of five years and until their successors are appointed, except that the members first appointed shall be so appointed that the term of one member shall expire annually thereafter.
C. 
Vacancies shall be filled in the same manner as original appointments and for the unexpired term.
D. 
Members shall serve without pay.
The Recreation Commission shall appoint from its membership a Chairman and such other officers as it may deem necessary for the orderly procedure of its business, and may adopt bylaws. rules, and regulations covering its procedure not inconsistent with the provisions of the state laws.
The Recreation Commission shall, from time to time, make rules governing the operation and conduct of the recreational facilities operated by the Commission.
The Commission shall hold regular meetings at such time and place as it may designate.
In addition, the Recreation Commission shall operate and conduct business in accordance with the Recreation Commission Resolution which is attached hereto and made a part hereof as Exhibit A;[1] said resolution may be amended from time to time by a majority vote of the Board of Supervisors.

The Recreation Commission may help operate and supervise the public parks, playfields, and all outdoor and indoor recreation areas and facilities owned or controlled by Lehigh Township.
A. 
The Recreation Commission may accept any grant, gift, bequest, or donation of services, equipment, real estate, or money from any individual or group, to be used as specified by the donor, or by the terms of acceptance.
B. 
The Recreation Commission shall have no authority to enter into any contract or incur any obligation binding upon Lehigh Township, other than current obligations or contracts to be fully executed within the then current fiscal year, and all within the budget appropriations made by the governing body of Lehigh Township.
Funds appropriated by the governing body of Lehigh Township, and budgeted to the Recreation Commission, shall be disbursed by the final disbursing officer of Lehigh Township, upon vouchers issued by the Recreation Commission and within the budget appropriations made. Funds received by the Recreation Commission from sources other than budget appropriations shall be deposited by Lehigh Township, to the credit and for the use of the said Commission, and disbursed as the above budget funds are disbursed. except that funds received by gift. bequest, or otherwise shall be disbursed in accordance with the terms of the acceptance thereof.
The Recreation Commission shall submit an annual report and such other reports as needed to the governing body at such times as may be designated or requested by the governing body. The fiscal year of said Recreation Commission shall conform to that of Lehigh Township.
Such powers that are now or may hereafter be provided by statute of the Commonwealth of Pennsylvania, or by ordinances of Lehigh Township relating to the development and operation of recreation systems, public parks, and playgrounds, are hereby vested in the Recreation Commission, to be exercised by it, subject to any and all restrictions contained in such powers and ordinances.
