When, in the opinion of the Board of Supervisors of Lehigh Township, Northampton County, Pennsylvania, the actual or expected precipitation of snow will create hazardous or dangerous highway conditions for vehicular traffic, the Chairman of the Board of Supervisors shall have the authority to declare a snow emergency.
A. 
The Chairman of the Board shall immediately inform the public of the snow emergency by issuing a press release to the local radio, television, and news services.
B. 
Such declaration of a snow emergency shall not go into effect until at least four hours after being announced, and shall remain in effect until terminated by the Chairman of the Board of Supervisors or his or her designee in the manner provided for in Subsection A.
Four hours after a snow emergency has been declared, and during its existence:
A. 
No vehicle shall be parked on any public roadway, street, or right-of-way located within the Township of Lehigh until such time as the snow on said public roadway, street, or right-of-way has been completely plowed for the full width of the cartway.
B. 
Any member of the Lehigh Township Police Department, or the Board of Supervisors, is hereby authorized to remove or tow any vehicle abandoned, standing or parked upon any public roadway, street, or right-of-way located within the Township in violation of the terms and provisions of this article, and to take or tow any such vehicle to the nearest garage or other place of safety. The registered owner of any such vehicle shall be promptly notified in writing of the fact of the removal and of the location to which said vehicle has been removed, where he or she may obtain the same upon the payment of any and all towing and storage charges.
After the Township has removed the snow from a Township roadway, street, or right-of-way, it shall be illegal and unlawful for any person, firm, organization or entity to deposit snow onto any such public roadway, street or right-of-way, whether by the use of a snow blower, by shoveling, by plowing, or in any other manner.
All mailboxes shall be located at least four feet from the macadamed edge of the roadway, street, or right-of-way. The Township shall not be liable for any damage done to a mailbox located within four feet of the macadamed edge of the roadway, street, or right-of-way.
Any person, firm, organization or other entity who violates any of the terms or provisions of this article shall, upon summary conviction before a District Justice, be sentenced to pay a fine of not more than $300, and costs of prosecution, and in default of the payment of the fine and costs to undergo imprisonment in the Northampton County Prison for a period of not more than 30 days.
