The Mellon National Bank and Trust, Monessen, be and it hereby is designated
as depositary of funds to be derived by the city from the operation of the
off-street parking system, which is to be leased by the city from Monessen
Parking Authority, and is authorized to accept for deposit in an account to
be known as the "Off-Street Parking Revenue Fund" in the name of the city,
subject to clearance or collection, moneys, checks, drafts, notes, bills of
exchange, acceptances or other orders for the payment of money which may at
any time come into its possession with or without endorsement thereof by the
city, payment thereof to the depositary being hereby guaranteed, and said
depository is authorized and directed to honor and pay and to charge to the
accounts of this city all checks, drafts, bills of exchange, acceptances,
notes or orders for the payment of money withdrawn on or addressed to said
depository and signed on behalf of this city by the following officers, whether
the same is payable to the order of or in favor of the officers or persons
signing them or to any of said officers in his individual capacity or otherwise:
