The Seal of the City of Monessen shall consist of two concentric circles
with the words "City of Monessen, Pennsylvania," around the circumference,
with the design of an eagle and shield, as in the Seal of Pennsylvania, and
the words: "Incorporated September 16, 1921," inscribed in the middle.
