No person who is not a resident of the City
of Monessen shall bring garbage or refuse of any description into
the City of Monessen and deposit it or place it within the City limits
of Monessen for collection by the City Garbage Contractor.

Any person violating this article shall, upon
conviction thereof in a summary proceeding before any District Justice
having jurisdiction of such offense, be sentenced to pay a fine of
not more than $1,000 or to undergo imprisonment not exceeding 90 days,
or both.
