The application for such permit shall be in the name of a person who shall be responsible for seeing that all refuse left by the group shall be placed in proper containers before leaving the park. Any person or organization or group holding a permit for usage of a specific park location or facility shall have priority of usage over any person, organization, or group not holding a permit. Notwithstanding Subsection A, all permits issued shall be valid for the dates issued and said permits may authorize park usage until 10:00 p.m.[2]
