No vehicle or combination shall travel upon, across or over any Township road or highway maintained and owned by the Township of Raccoon if the total gross weight of said vehicle or combination of vehicles exceeds eight tons exclusive of local deliveries.
The Board of Supervisors may issue a permit for the use of the roads and highways maintained and owned by the Township of Raccoon by vehicles or combination of vehicles in excess of the eight-ton weight restriction hereby imposed where it appears there is no other means of access and the proposed user posts a surety bond or like security satisfactory to the Supervisors of the Township of Raccoon, and conditioned upon the user restoring and repairing any damage to the road or highway for which a permit is issued.
The surety bond or other security for the use of Township roads and highways will be in an amount as set from time by resolution of the Board of Supervisors.[1]

No permit issued shall be issued for a period in excess of six months and the Supervisors may issue permits of less than six months.
Prior to the issuance of any permit the Township Engineer shall inspect the road or highway for which a permit is to be issued, which inspection may include the taking of photographs and a written report of which shall be delivered to the Township Supervisors. The Township Engineer shall also inspect the road or highway at the time of expiration of a permit and report to the Supervisors what damage, if any, has been suffered by said road or highway along with an estimate of damage, if applicable.
A permit fee in an amount as set from time to time by resolution of the Board of Supervisors is hereby imposed for the issuance of a permit under this article in order to underwrite the expenses and costs of administration of this article. The Supervisors may from time to time by resolution adjust the permit fee hereby imposed if the cost of the administration of this article should increase.

A. 
Any person operating a vehicle or combination of vehicles the total gross weight of which vehicle or combination of vehicles is in excess of eight tons, exclusive of school buses, emergency vehicles and vehicles making local deliveries or pickups, without first having obtained a permit as provided in this article shall be subject to the penalties as set forth in the Pennsylvania Vehicles Code, 75 Pa.C.S.A. § 101 et seq.
B. 
Any person operating a vehicle or combination of vehicles upon a highway in violation of this article, exclusive of school buses, emergency vehicles and vehicles making local deliveries or pickups shall be subject to the penalties as set forth in the Pennsylvania Vehicles Code, 75 Pa.C.S.A. § 101 et seq., for each 500 pounds or part thereof in excess of 3,000 pounds over the weight allowed herein.

The streets or parts of streets described in this section, are hereby designated as one-way streets in the direction indicated, and it shall be unlawful for any person to drive a vehicle on any one-way street other than in the direction established for traffic on that street:

The intersections described in this section are hereby established as stop intersections, and official stop signs shall be erected in such a position upon the first-named street as to face traffic approaching the second-named street in the direction or directions indicated in said schedule. Every driver of a vehicle approaching any such intersection upon the first-named street, in the direction or directions indicated in each case, shall come to a full stop before entering any such intersection.

A. 
The speed limit for both directions of traffic along the streets or parts thereof described in this section, is hereby established at the rate of speed indicated in said schedule. It shall be unlawful for any person to drive a vehicle at a higher speed than the maximum prescribed for that street or part of a street.

B. 
In addition to the maximum speed limits identified in Subsection A, it is hereby declared unlawful to drive a vehicle on any Township road in a plan of lots in Raccoon Township, Beaver County, Pennsylvania, at a speed in excess of 25 miles per hour.
Any violation of this article shall be punishable as set forth in the Pennsylvania Vehicle Code, 75 Pa.C.S.A.§ 101 et seq.
