A. 
In accordance with N.J. S. A. 40A: 14- 118, the Police Department of the Borough of Runnemede, hereby established, shall consist of the following members, not to exceed:

(1) 
One Chief of Police.
(2) 
Two Police Captains.
(3) 
One Police Lieutenant.
(4) 
Three Police Sergeants.
(5) 
Ten patrolmen.
(6) 
Such other police officers, including Class III officers, as the Mayor and Council may deem advisable to appoint from time to time.
B. 
Reporting and review; appropriate authority.
(1) 
The Department shall report through the Business Administrator to the Mayor and Council, and its activities shall be reviewed by the Public Safety Committee of said Borough Council.
(2) 
The appropriate authority, as defined by N.J.S.A. 40A:14-118, for the Borough of Runnemede Police Department shall be the Mayor.

A. 
No person shall be appointed an officer or member of the police force unless he is a citizen of the United States; is sound in body, of good health sufficient to satisfy the Board of Trustees of the Police and Firemen's Retirement System of New Jersey that such person is eligible to membership in the retirement system; is able to read, write and speak the English language well and intelligently; and is of good moral character. No person shall be so appointed who has been convicted of any crime involving moral turpitude which, in the judgment of the Mayor and Council of the Borough of Runnemede, would be prejudicial to the morale of the police force.
B. 
Before any person shall be appointed as a member of the Police Department, the Borough shall classify all the duly qualified applicants for the position or positions to be filled in the following classes:
(1) 
Class I: residents of the Borough of Runnemede.
(2) 
Class II: residents of Camden County.
(3) 
Class III: other residents of the state.
(4) 
Class IV: all other qualified residents.
C. 
Within each such classification, duly qualified applicants who are veterans shall be accorded all such veterans' preferences as are provided by law. Persons discharged from the service within six months prior to making application to the Borough, who fulfill the requirements of N.J.S.A. 40A:14-123.1 and who thereby are entitled to appointment notwithstanding their failure to meet the New Jersey residency requirement at the time of their initial application, shall be placed in Class III.
D. 
In making such appointments, the Borough shall first appoint all those in Class I and then those in each succeeding class in the order above listed and shall appoint a person or persons in any such class only to a vacancy or vacancies remaining after all qualified applicants in the preceding class or classes have been appointed or have declined an offer of appointment.

The age limit shall be subject to the requirements of N.J.S.A. 40A:14-127, 40A:14-127.1, 40A:14-127.2 and 40A:14-127.3.
The Mayor and Council shall have the power and authority to appoint, without pay or compensation for their services, such special policemen as said Mayor and Council may deem advisable, which special policemen shall be paid only when they are actually engaged in performing their duties as such special policemen.

A. 
The Borough Council shall, by ordinance, from time to time in its judgment as may seem necessary, adopt and amend the rules and regulations for the government and discipline of the Police Department and members thereof. The rules and regulations may fix and provide for the enforcement penalties for the violation of such rules and regulations, and all members of the Police Department shall be subject to such rules and regulations.
B. 
There is hereby adopted by the Borough Council of the Borough of Runnemede, for the purposes of establishing rules and regulations for the operation and government of the Runnemede Police Department a manual entitled "Borough of Runnemede Police Department Rules and Regulations." The aforesaid manual is incorporated by reference in this article, and three copies of the manual are on file in the office of the Clerk.[1]
