The Council may establish[1] a Conservation Commission in accordance with statutes now or hereafter in effect for the establishment of such commission.

The Town Council may from time to time establish such boards, commissions and agencies as shall be authorized by the laws of Rhode Island, this Charter or as shall be necessary and proper in the discharge of the Town Council's obligations hereunder. Each such board, commission and agency[1] shall have such powers as authorized by the laws of Rhode Island, this charter or the ordinance or resolution by which any such board, commission or agency is established, and may be abolished in the same manner it was established when in the opinion of the Town Council it is no longer required.

There shall be a Parks and Recreation Commission. The Town Council shall by ordinance specify the number of members on said Commission, the manner of their appointment and the term for which they are chosen and may provide that a member of the School Committee, a member of the Town Council and/or a member from the Department of Public Works designated by the Director of said department in said Town shall be ex officio members of said Commission. The members of said Commission shall serve without compensation. They shall have no authority to spend any money or to contract any indebtedness for or on account of said Town, other than such money as shall be appropriated and placed at their disposal for the purposes prescribed by the Financial Town Referendum. The Director of Public Works shall keep the Commission fully informed of all plans and activities of the Department and shall make reports to the Commission as it may from time to time request.
