All parking spaces designated for use by drivers who are handicapped or physically disabled on public or private property shall be clearly marked with a handicapped parking sign approved by the New Jersey Department of Transportation. All such locations are hereby designated as restricted parking spaces for use by persons who have been issued a special vehicle identification permit by the State of New Jersey Division of Motor Vehicles or any approved permit issued by another state.
All other persons are prohibited from parking in the designated handicapped parking spaces. Existing handicapped parking spaces within the Borough of Runnemede, County of Camden, having been so designated by any authorized officer or agent of the Borough, will be in compliance upon the effective date of this article.
Unless another penalty is expressly provided for by the State of New Jersey, every person convicted of violating this article shall be subject to a fine of $100 for the first offense, and for a subsequent offense, a fine of at least $100 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
All ordinances or parts of ordinances inconsistent with this article are hereby repealed.
This article shall become effective 20 days after its passage when published as required by law.
