The residences known and numbered as 20 Edgecliff
Road, 24 Edgecliff Road, and 26 Edgecliff Road shall be entitled to
designated/numbered parking areas on Edgecliff Road as follows:

A.
Each designated/numbered parking stall shall be so
numbered and lined on Edgecliff Road and posted as determined by Council
of the Borough of Rosslyn Farms.
C.
Each permit placard shall be valid until such time
as Council, by appropriate ordinance, determines that the need for
such permit parking has been eliminated, or, in the exercise of its
discretion, determines that the further continuance of such permit
parking placards should be discontinued.

There shall be no fees assessed for the issuance of the permits
or licenses to the designated residences along Edgecliff Road or the
restricted area along Lower Rosslyn Road, or for the affixing of the
signs along Edgecliff and Lower Rosslyn Road, or for the affixing
of the lines and numbers along Edgecliff Road.
A.
Only those vehicles containing a permit placard corresponding
to the designated/identified stall on Edgecliff Road shall park in
the said parking stall.
B.
Any vehicle parked in a designated/identified parking
stall on Edgecliff Road without the corresponding numbered permit
placard clearly visible in or on the said vehicle shall be deemed
in violation of this article, shall be subject to a fine of $15 plus
costs, and shall be responsible for any costs associated with the
removal of the vehicle from the designated/numbered parking stall.

Council's designated representatives shall be authorized to issue permit or license placards to the resident adult of each residence set forth in §§ 183-17 and 183-22 (above). Each placard shall be numbered and signed by Council's designated representative unless changed by resolution. Council's designated representative shall be the Borough Secretary.

A.
Lower Rosslyn Road, from the Borough line with Carnegie Borough and
extending a distance of 160 feet northwest (the restricted area),
is hereby designated as an area where parking shall be allowed only
by a revocable limited license to be issued by the Borough of Rosslyn
Farms.
C.
The revocable limited license allows parking only within the restricted
area of Lower Rosslyn Road in a nondesignated manner.
D.
Each license shall be valid until such time as Council, in its sole
discretion, determines that the need for such license no longer exists.
Council may, in its sole discretion, terminate the license at any
time for any reason.
E.
The license shall be issued by Council's designated representative upon submission of an approved application submitted by an adult resident of each residence set forth in Subsection B, above.
F.
The license shall at all times be displayed on the interior of the
vehicle when parked in the restricted area, and only those vehicles
containing the displayed license shall be permitted to park in the
restricted area.
G.
Any license issued for the restricted area by the Borough of Rosslyn
Farms shall be nontransferable by the holder of the license and shall
be returned by the holder of the license to the Borough upon the sale
of the residence or by the holder vacating the residence.
H.
Any vehicle parked in the restricted area without the license clearly
visible in the vehicle shall be deemed in violation of this article,
shall be subject to a fine of $15, plus costs for each day the vehicle
is parked in violation of this section, and shall be subject to removal,
with the owner of the vehicle responsible for any costs associated
with the removal of the vehicle from the restricted areas.
