Light poles and electric lights shall now be erected at various places within the area of the village known as Allenport, and on the various streets hereinafter set forth, at such locations as the Supervisors shall determine to be for the best interest of the community and its citizens.
All property located within 250 feet of said light poles and lights, and fronting on any of the streets herein named or any street unnamed herein, shall be subject to the assessment and levy of the tax as set forth in this article.
At the following described streets within the Township of Shirley, County of Huntingdon and Commonwealth of Pennsylvania, and particularly within the Village of Allenport, shall hereafter be lighted by public streetlights:
A. 
Route 522 on Ridge Avenue — West Avenue (Jericho Road, now known as Wrangletown Road), southward to and including that portion of the property now or formerly of James A. Grissinger.
B. 
Lloyd Street from West Avenue (Jericho Road, now Wrangletown Road) to East Avenue.
C. 
Second Street from East Avenue to Miller Lane.
D. 
Main Street from the Extension of East Avenue to a point 158 feet south of Whitsel Avenue.
E. 
Crawford Avenue from East Avenue Extended to Main Street.
F. 
Ridge Avenue — West Avenue (Jericho Road, now Wrangletown Road) from Route 522 to Third Street.
G. 
Center Avenue from Route 522 to Gallagher Street.
H. 
East Avenue, Route 522, to Lloyd Street.
I. 
Spring Street from Route 522 to Main Street.
J. 
Juniata Avenue, Route 522, to Main Street.
K. 
Miller Lane, Route 522, to Whitsel Avenue.
L. 
Ellsworth Street from Crawford Avenue southward to Whitsel Avenue and 171 feet beyond.
M. 
State Route 522 from the Mount Union Borough line southward to Jeanne Street.

Tax rate in the amount of $0.28 per linear foot is assessed against all property owners on the streets as named and set forth in § 247-33 of this article, which tax is for the calendar year 2004 and years beyond as enacted and approved. This tax assessment shall be on all property within 250 feet of the electric lights and shall be payable in proportion to the number of feet that said property fronts on the street or highway or portion thereof being lighted.

A. 
The Tax Collector of the Township of Shirley, County of Huntingdon, and Commonwealth of Pennsylvania, is designated as the proper authority and person for the collecting of said tax.
B. 
All annual assessments for streetlights shall be filed with the Township Tax Collector under Section 3301(a) of the Second Class Township Code.[1] The assessment shall be billed on the annual real estate tax bill for general Township purposes and shall be subject to any discount for early payment or penalties for late payment as provided therein.

Any corner lots within the area above described shall, on the nonfronting side of that lot, be assessed at a rate 25% of the assessment per frontage as levied hereinbefore against properties with improvement thereon erected. Any vacant lots within the area above described shall be assessed at a rate of 25% of the assessment per frontage as levied hereinbefore against properties with improvement thereon erected.

Any assessment or part thereof remaining unpaid 90 days after notice of the same has been given to the landowner shall be turned over to the Township Solicitor for collection by means of an action in assumpsit for recovery or a municipal lien filed against the property of the delinquent owner. Collection shall be made for the amount of the unpaid assessment, plus interest of 6% per annum from the date of assessment, and reasonable attorneys' fees.
