The purpose of this article is to provide and protect the public health and welfare of the users of the highway so as to avoid serious accidents on the piece of highway herein described.
All terms utilized herein shall have the meanings ascribed to them by the Pennsylvania Motor Vehicle Code.
No person shall park any motor vehicle within the right-of-way of the following streets and alleys within the Township of Shirley, County of Huntingdon, Commonwealth of Pennsylvania, between the hours of 9:00 p.m. and 6:00 a.m., prevailing time:

Between Miller Lane and the alley running parallel with the northerly side of the Shirley Township Elementary school property
The owner of any vehicle as determined by the registration number on the said vehicle shall be considered prima facie as the person who parked the said motor vehicle within the confines of the area hereinabove set forth where parking is restricted.

Any person parking in the above enumerated unauthorized areas shall have committed a per se violation of this article. Upon violation of this article, the vehicle in noncompliance shall be towed by those authorized to do so, by the Shirley Township Supervisors or their designee. Prior to the vehicle being returned to the owner, the costs of towing shall be paid in full by the owner, and upon summary conviction before a Magisterial District Judge, the owner of said vehicle shall be sentenced to pay a fine of not less than $50 nor more than $1,000, plus the costs of prosecution.
