All terms and words appearing herein shall be interpreted in conformity with the definition given such terms and words by the Vehicle Code of Pennsylvania.

No person shall stop, stand, park or leave unattended any motor vehicle within the right-of-way, or portion thereof, of the streets or passageways in the Village of Allenport, Township of Shirley, hereinafter set forth:

Signs conforming to standards promulgated by the Pennsylvania Department of Transportation, and setting forth the restrictions herein established, shall be erected in accordance with this article and applicable regulations. Once said signs are erected the public shall be deemed to have notice.
The purpose of this article is to provide and protect the public safety and welfare of the users of the highway and the general public.
The owner of any vehicle as determined by the license number on the said vehicle shall be considered prima facie as the person who parked the said motor vehicle within the confines of the areas hereinabove set forth where parking is restricted.

Any person parking in the above enumerated unauthorized areas shall have committed a per se violation of this article. Upon violation of this article, the vehicle in noncompliance shall be towed by those authorized to do so, by the Shirley Township Supervisors or their designee. Prior to the vehicle being returned to the owner, the costs of towing shall be paid in full by the owner, and upon summary conviction before a Magisterial District Judge, the owner of said vehicle shall be sentenced to pay a fine of not less than $50 nor more than $1,000, plus the costs of prosecution.
