The purpose of this article is to provide and protect the public safety and welfare of those persons who are handicapped or severely disabled and are members of the general public.
All terms and words appearing herein shall be interpreted in conformity with the definitions given to such terms and words in the Vehicle Code of Pennsylvania.
Only persons with either appropriately designated Pennsylvania or other state license tags or those having appropriately issued permits displayed conspicuously in their motor vehicle shall have the right to park at the following locations in Shirley Township, Huntingdon County, Pennsylvania:
A. 
Two parking spots on the eastern side of Lloyd Street immediately in front of the Allenport Methodist Church;
B. 
Those designated locations at or around the property owned by Shirley Township upon which the Shirley Township Building and other appropriate buildings are located.
Signs conforming to standards promulgated by the Pennsylvania Department of Transportation, and setting forth the restrictions herein established, shall be erected in accordance with this article and applicable regulations. Once such signs are erected, the public shall be deemed to have notice.
A. 
Any person parking in the above-enumerated and designated handicapped parking spots, without having the appropriate license tag as set forth above, or the appropriate tag conspicuously displayed within the vehicle, shall have committed a per se violation of this article. Upon violation of this article, the Township Code Officer shall be authorized to issue a summary citation designating a minimum fine in the amount of $500 plus the costs of prosecution, and upon summary conviction before a Magisterial District Judge or other court of appropriate jurisdiction, the owner and/or operator of said vehicle shall be sentenced to pay a minimum fine of $500 plus the costs of prosecution.[1]

B. 
In addition thereto, the Township Code Officer shall be authorized by this article to tow any vehicle found in violation of this article, with the costs of towing to be paid in full by the owner in addition to any fines and costs imposed by this article.
