All terms and words appearing herein shall be interpreted in conformity with the definitions given such terms and words by the Vehicle Code of the Commonwealth of Pennsylvania.
No person shall stop, stand, park or leave unattended any motor vehicle within the right-of-way, or portion thereof, on either side of Second Street, as said street runs between Juniata Avenue and the alley which adjoins the Shirley Township Elementary School on Monday, Tuesday, Wednesday, Thursday and Friday between the hours of 7:00 a.m. and 4:00 p.m.
Signs conforming to standards promulgated by the Pennsylvania Department of Transportation, and setting forth the restrictions herein established, shall be erected in accordance with this article and applicable regulations. Once said signs are erected, the public shall be deemed to have notice.
The purpose of this article is to provide and protect the public safety and welfare of the users of Second Street, and more specifically, to facilitate the ingress, egress, and regress of school buses as they travel to and from the Shirley Township Elementary School.
The owner of any vehicle as determined by the license number on the said vehicle shall be considered prima facie as the person who parked the said motor vehicle within the confines of the areas here and above set forth where parking is restricted.
Any person parking in the above-enumerated, unauthorized area shall have committed a per se violation of this article, and upon violation of this statute, vehicle of noncompliance shall be towed, by those authorized to do so, by the Shirley Township Board of Supervisors. Prior to the vehicle being returned to the owner, the costs of towing shall be paid, and upon summary conviction before a Magisterial District Judge, the owner of said vehicle shall be sentenced to pay a fine of not less than $50 nor more than $1,000, plus the costs of prosecution.
