Sketch plan. A sketch plan for a development shall
be drafted in accordance with this section and show, at a minimum,
the following information on a plan, which shall be black line on
white paper, or blue prints, at a size no greater than 30 inches by
42 inches:

(1)
Location Map. The plan shall include a location map
to show the general location of the subdivision tract in relation
to adjacent properties, streets, and streams and current zoning district
boundary lines. The location map shall be drawn at one of the following
scales:
1 inch = 800 feet; 1 inch = 1,000 feet; 1 inch
= 2,000 feet

(2)
Title block. A title block at the bottom center or
at the bottom right of the plan showing:
(a)
Proposed name of the subdivision/land development.
(b)
Scale.
(c)
Date of plan.
(d)
Name and address of the owner and of the developer,
if different.
(e)
Name of engineer, surveyor, architect or preparer
of the plan.
(f)
Name of municipality in which subdivision/land
development will be located.
(3)
Developer's statement. A signed statement that the developer is the owner, equitable owner or authorized by the owner to make application for the land development. See Appendix C[1] attached hereto.

(4)
Site data. Site data including:
(a)
Total acreage of all tracts subject to the land
development.
(b)
Number of lots proposed and area in square feet
or acres for each lot.
(c)
Linear feet of new streets proposed.
(d)
Type of water supply system proposed.
(e)
Type of sewage disposal system proposed.
(f)
Zoning district or zoning district boundary
lines.
(g)
Tax map sheet, block, and lot number from Lehigh
County tax assessment records.
(5)
Magnetic north arrow near the upper right hand corner.
(6)
Topographic contours from available data (may be obtained
from United States Geological Surveys unless otherwise required by
the Township Engineer).
(7)
Proposed lot and street layout with dimensions of
lots and street rights-of-way to the nearest foot.
(8)
Property boundaries within the site and within 200
feet of the site (which may be obtained from the Lehigh County tax
assessment tax maps or similar source).
(9)
Phasing plan, if proposed.

Preliminary plan. A preliminary plan for a development shall be drafted in accordance with, and show at a minimum in addition to that information required by § 22-16 hereof, the following information on a plan which shall be black line on white paper, or blue prints, at a size no greater than 30 inches by 42 inches:

(1)
Proposed subdivision name or identifying title subject
to Township approval.
(2)
Completed standard signature blocks for the Planning Commission, the Board of Commissioners and the Lehigh Valley Planning Commission. (See Appendix C[1] attached hereto.)

(3)
Name, address, license number, seal, signature and
certificate of registered engineer, land surveyor or architect responsible
for preparation of the plan.
(4)
Identification of adjoining subdivisions, if any.
(5)
Identification of adjoining landowners, if any.
(6)
Lehigh County tax assessment tax map lot and block
numbers of adjoining lands.
(7)
Address of owners and deed block volume and pages
numbers of adjacent lands.
(8)
All municipalities in which subdivision is located.
(9)
A signed statement that the developer is the owner, equitable owner or authorized by the owner to make application for the land proposed to be subdivided (see Appendix C attached hereto).
(10)
Original plan date, division date(s).
(11)
If phases are proposed, sequencing of phases.
(12)
Graphic scale.
(13)
Page numbers.
(14)
Bearings and distances of total tract boundary.
(15)
Existing land use or uses of adjacent properties.
(16)
Location map, which shall include the following:

Statement of average daily p.m. peak traffic
trip ends.
(18)
Location(s) of all existing and/or repaired
sinkholes/subsidence/pits with similar features.
(20)
All existing building(s) or structure(s) on
site and within 100 feet of site.
(21)
All significant natural features (watercourses,
forested areas, etc.).
(22)
All existing easements, including owner, deed
book and page number and dimensions.
(23)
All existing utilities on site and within 100
feet of site.
(24)
Contour lines at vertical intervals of not more
than two feet.
(25)
Elevation datum shall be identified as mean
sea level or Coplay Whitehall Sewer Authority and shall show benchmark
location(s).
(26)
Contour lines should be extended beyond the
property to be subdivided/developed in order to provide accurate information
of significant off-site features.
(27)
Location and width of proposed streets, rights-of-way,
easements, etc.
(28)
Proposed lot lines with bearings and distances
shown.
(29)
Proposed building setback lines.
(30)
Lot and block numbers.
(31)
Proposed street/alley/parking lot names (subject
to Township approval).
(32)
Proposed utility systems including, but not
limited to, water, sanitary sewer and storm sewer.
(33)
Areas to be dedicated for or offered for public
use including, but not limited to, stormwater management areas.
(34)
Parks and play areas.
(35)
Where the preliminary plan covers only a part
of the developer's entire holdings, a sketch shall be submitted of
the prospective street layout for the remainder of the tract.
(36)
Typical street, utility, detention basin(s)
and drainage swale(s) cross sections.
(37)
For curved boundaries and all curves on the
plan, sufficient data to enable the reestablishment of the curves.
The curve data should include the following:

ISO-Photometric data, if applicable.
(39)
Note on all plans that where right-of-way is
proposed to be dedicated that all areas of right-of-way outside curb
must be maintained by lot owner.
(40)
Any additional information requested by the
Township during the preliminary plan review process shall be submitted
with the final plan.
(41)
Any documents or reports which approve the design
of proposed improvements (i.e., drainage report, erosion and sedimentation
report, traffic analysis, etc.).
(42)
On-site sewage disposal systems. When sewage
disposal service for the proposed land development is to be by individual
sewage disposal systems, the following requirements must be followed:
(a)
Prior to submission of a preliminary subdivision
or development plan, the applicant or developer shall submit to DEP,
Form ER-BWQ-359, "Application for Planning Module for Land Development,"
commonly known as the "postcard" submission, whereby DEP will indicate
to the developer which module components to complete and make other
guiding recommendations, as well as establish a DEP code number for
the project.
(b)
The developer shall meet with a representative
from DEP and the Township Sewage Enforcement Officer (SEO) to discuss
the land development with relationship to the Sewage Facilities Act
"Official Plan."
(c)
The developer shall provide all information
as required by the Planning Module for Land Development (PMLD). The
developer shall submit the completed PMLD to the Township as part
of the supporting data of the preliminary plan submission. Under certain
circumstances, a PMLD is not required. The Township SEO shall be contacted
to verify those conditions.
(d)
The Township shall review the PMLD and take
municipal action within 30 days of receipt of the completed module.
(e)
Preliminary plan shall not be approved by the
municipality until written approval of the PMLD is received from DEP
modules will be reviewed for completeness and conformance to the requirements
of the Sewage Facilities Act and Regulations promulgated there under
25 Pa. Code, Chapters 71, 72 and 73. Incomplete module submissions
will be returned to the applicant and will not be considered for review
until complete.
(f)
The number and spacing of soil profile studies
and percolation tests required for module preparation shall be sufficient
to justify adequate sewage facility planning for the proposed land
development and shall contain general site suitability and soil mapping
designations.
(g)
All soil testing information shall be indicated
and clearly represented on plans and supporting documents, for evaluation.
(h)
The developer shall retain a soil scientist,
hydrogeologist, or other competent professional to perform soil evaluations,
percolation tests and additional studies, if required, by DEP or Township
SEO. If soil testing is to be performed by someone other than the
Township SEO, then the Township SEO will function only to observe
the soil tests and review submitted material in accordance with this
chapter.
(i)
Prior to plan approval, the developer shall
test and locate, on each lot, a suitable primary and secondary absorption
area. These areas shall be staked in the field and protected until
such time as the system(s) are constructed and final grading completed
on the lot. No permit will be issued until the site is adequately
marked. Any disturbance to the site by grading, equipment, traffic
or material storage may be cause for permit denial.
A.
Final plan drafting requirements. A final plan for
development shall comprise the following:
(1)
Drafting requirements. The submitted final plan shall conform to the drafting requirements as specified in §§ 22-16 and 22-17. In addition, the final plan shall be in accordance with and show the following information on a plan which shall be black line on white paper, or blue prints, at a size no greater than 30 inches by 42 inches.

(a)
A signed, notarized statement by the legal owner of the land to be subdivided or developed to the effect that he is the legal owner, whether the land is subject to any litigation or lien, that the final plan has been processed with his free consent, and that it is his desire to record the same. (See Appendix C[1] attached hereto)

(b)
Sufficient data to readily determine the location,
bearing, and length of every street, lot and boundary line and to
reproduce such lines upon the ground.
(c)
Excepted parcels shall be marked "not included
in this plat" and the boundary completely indicated by bearings and
distances.
(d)
Proposed street address numbers shall be shown
subject to the Township approval.
(e)
The date must be shown on which all required
public improvements within the land development under consideration
for final approval are to be completed.
