The City of Norwich is authorized to and may prepare and submit, together with the County of Chenango, the Town of Norwich, and the Town of North Norwich, an application or coapplication to the Commissioner of Economic Development for designation of a certain area, the boundaries of which are set forth in § 49-2 hereof, as an economic development zone.

The boundaries of the said Economic Development Zone are located in the City of Norwich, the Town of Norwich and the Town of North Norwich and are more particularly described as follows:[1]

Pursuant to the requirements of Article 18-B of the General Municipal Law, the Greater Norwich Local Development Corporation is hereby designated as the Local Economic Development Zone Administrative Board and will consist of 25 members appointed by the Mayor of the City of Norwich for a two-year term, except those members appointed by virtue of their public office. The membership shall include representatives from banks and financial institutions, educational institutions, government, voluntary or human resource organizations, industry and commerce, utilities, business organizations, organized labor organizations, community organizations, women and/or minority businesses, and residents of the economic development zone. The Local Economic Development Zone Administrative Board shall appoint a local economic development certification officer and shall exercise all such powers and authorities as provided in Article 18-B of the General Municipal Law, as amended, or in this article.
It is hereby declared the intent of the Common Council that the City of Norwich participate in the Economic Development Zone more particularly described herein. The Mayor and other City officers and officials are authorized to execute any and all documents and take such other action as may be required to effectuate the purpose of this article subject to the directions of the Common Council and statutory and other law applicable thereto.
The Common Council designates the City of Norwich as lead agency in any required environmental review of the proposed Economic Development Zone under the State Environmental Quality Review Act[1] for purposes of preparing any required environmental review and issuing any necessary determination.

Any business enterprise certified as eligible to receiving benefits under § 963 of the New York State General Municipal Law by the local economic development zone certification officer will be entitled to the following rate reductions in new or increased water usage:

This article shall take effect immediately upon designation of the City of Norwich as an economic development zone by the New York State Department of Economic Development.
