a.
Title. This section shall be known and may be cited
as the "Cooperative Pricing Ordinance of the Borough of Ramsey."
b.
Authorization to enter agreement. Pursuant to the
provisions of N.J.S.A. 40A:11-11(5), the Borough is hereby authorized
to enter into a cooperative pricing agreement with the Lead Agency
or any other contracting unit within the County of Bergen or adjoining
counties for the purchase of work, materials, and supplies. The Mayor
and Borough Clerk be and they are hereby authorized to execute such
agreement on behalf of the Borough.
c.
Compliance with the local public contracts law. The
lead agency entering into contracts on behalf of the Borough of Ramsey
shall be responsible for complying with the provisions of the Local
Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions
of the Revised Statutes of the State of New Jersey.

a.
Preamble. It is the considered opinion of the Mayor
and Council of the Borough of Ramsey that senior citizens of low-income
in the community are entitled to safe and sanitary housing accommodations
at rentals such persons can afford, and such low-rental housing accommodations
are in extremely short supply and overcrowded and congested housing
will eventuate from such a shortage and thereby impair public safety
and economic values. The shortage of such safe and sanitary housing
for low-income senior citizens cannot be totally relieved through
private enterprise and that, therefore, new and rehabilitated construction
of housing projects and facilities would not be competitive with private
enterprise, and it is a governmental function to seek public moneys
to acquire property and construction and/or rehabilitate or lease
housing facilities for low-income senior citizens. The Borough of
Ramsey is desirous of having its territorial area included in the
area of operation of the Housing Authority of Bergen County for the
sole purpose of enabling the Borough to provide financial assistance
to local public housing agencies in providing housing to senior citizens
of low income by leasing dwelling units in existing privately owned
structures.
b.
Participation in Housing Authority desired. The Borough
desires to participate in the area of operations of the Housing Authority
of Bergen County throughout its territorial boundary and the jurisdiction
of its Mayor and Council for the purpose of alleviating the shortage
of safe and sanitary housing for low-income senior citizens.
c.
Borough consents to inclusion. The Borough does hereby
consent to its inclusion in the area of operation of the Housing Authority
of Bergen County.
d.
Clerk to file copy with State Department of Community
Affairs. The Clerk is hereby authorized and directed to file a certified
copy of this section with the Commissioner of the State Department
of Community Affairs and with the Secretary of the Housing Authority
of Bergen County.

a.
The Borough of Ramsey has heretofore for a number
of years participated in the Northwest Bergen Mutual Aid Association
for the purpose of providing mutual assistance between local communities
in the event of fire, disaster, or other emergency, has determined
that the mutual aid system with respect particularly to fire fighting
and other emergency services is in the best interest of the Borough
and should be continued.
b.
The Borough is hereby authorized to participate in
the intermunicipal mutual fire and emergency aid system established
by the Northwest Bergen Mutual Aid Association in accordance with
the provisions of N.J.S.A. 40A:14-156.1 and the Mayor and Clerk are
hereby authorized and directed to enter into, execute and deliver
such agreements as may be necessary to implement this authorization
with other municipalities participating in this association.
