A.
The Comptroller shall be appointed by the Common Council
for a term not to exceed six years, in any appointment, and shall
be a person with knowledge of municipal accounting and taxation and
shall have had experience or training budgeting and financial control,
or any equivalent training or combination of experience and training
sufficient to indicate capacity for effective service as Comptroller.
B.
The powers and duties of the Comptroller shall be
as follows:
(1)
Except for the assessment of property, the Comptroller
shall have charge of the financial affairs of the city as follows:
(a)
Compile the current expense and capital estimates
of the budget for the Mayor;
(b)
Supervise and be responsible for the disbursements
of all moneys and have control over all expenditures to insure that
budget appropriations are not exceeded;
(c)
Maintain a general accrual based accounting
system for the city government and each of its offices, departments
and agencies;
(d)
Keep books for and exercise financial budgetary
control over each office;
(e)
Keep separate accounts for the items of appropriation
contained in the city budget, each of which account shall show the
amount of the appropriation, the amounts paid therefrom, the unpaid
obligations against it and the unencumbered balance;
(f)
Require or arrange for reports or receipts for
disbursements from each receiving and sending agency of the city to
be made daily or at such intervals as he or she may deem expedient;
(g)
Submit to the Common Council through the Mayor
a monthly statement of all receipts of disbursements in sufficient
detail to show the exact financial condition of the city;
(h)
Prepare for the Mayor, as of the end of each
fiscal, year, a complete financial statement and report;
(i)
Give such notice of taxes and special assessments
as may be required by law;
(j)
Collect all taxes (including special taxes authorized
by law), special assessments, license fees and other revenues of the
city or for whose collection the city is responsible and receive all
moneys receivable from the city from the State or Federal government
or for any court or from any office department or agency of the city;
(k)
Have custody of all public funds belonging to
or under the control of the city or any office, department or agency
of the city government and deposit all funds coming into the Comptroller's
hands;
(l)
Make all arrangements for the issuance of City
bonds and notes as authorized by the Common Council and in accordance
with its prescribed investment policy;
(m)
Have any other powers and duties as designated
by the Mayor.
