All laws, local laws, ordinances, resolutions, rules and regulations and parts thereof relating to the functions, responsibilities and powers and duties of the appointed administrative officials and employees of the City and elected officials are hereby repealed and superseded to the extent to which they are inconsistent with the provisions of this Charter revision.
If any provision of this Charter is for any reason held invalid or unenforceable, the remaining provisions shall not be effected and shall remain in full force and effect.
A. 
Except as specifically provided otherwise herein, the provisions of this Charter shall be effective as of January 1, 1996.
B. 
The Common Council shall appoint a Comptroller as of October 1, 1995, whose administrative duties shall commence as of January 1, 1996.
C. 
During the period from October 1, 1995 to January 1, 1996, the Comptroller shall work with and advise the Mayor and Common Council for the purpose of developing policies and procedures, as the Mayor and the Common Council so deem necessary, and the Mayor and Common Council shall enact such local laws and ordinances, as the Mayor and Common Council deem necessary to effectuate the orderly transition of government under the provisions of the new and amended Charter.
D. 
This Charter shall take effect upon its approval by the electors of the City of Kingston, in the manner provided by §§ 23, 24 and 36 of the Municipal Home Rule Law, and as prescribed herein.
