The public parks and all public lands, equipment and facilities for passive or active recreation in existence and those which may hereafter be established, whether within or without the corporate limits of the Town, shall be under the care, management and control of the Town Manager.

The Town Manager, with the advice of the Commission, shall have the care, management and control of all public parks and grounds, equipment and facilities used for park purposes, playgrounds and athletic fields, shall provide regulations for their use and shall arrange for a balanced passive and active recreational program. In carrying out such program, he may equip and maintain land and buildings with recreational and park equipment and facilities for the welfare of the residents of the Town, all within the appropriations made by the Board of Directors.

The Town Manager may appoint a Superintendent of Recreation, a Superintendent of Parks, or a Superintendent of Recreation and Parks, any of whom, with the approval of the Town Manager, may appoint such employees as they may deem necessary within the appropriations made by the Board of Directors.

The Town Manager shall appoint a Tree Warden who shall be the Tree Warden for the Town of Manchester and shall have, as such, all the powers and duties imposed upon Tree Wardens in the various towns as provided by the General Statutes.

Real and personal property which has been or shall be granted, bequeathed, devised or conveyed to the Town of Manchester for the purpose of improvement or ornamentation of said parks or purposes, or for the establishment or maintenance thereon of objects of interest, may be accepted by the Town, upon such trusts and conditions as may be prescribed by the grantors or devisers thereof. All property so devised, granted, bequeathed or conveyed, and the rents, issues, proceeds and income therefrom, shall be subject to the exclusive management, direction and control of the Town Manager.
All real and personal estate of the Town of Manchester used for park purposes within the limits of any other Town shall be exempt from taxation.
