Preliminary plats shall be drawn to a convenient scale, no less than one inch equals 100 feet, on a map based on tax map information or on some other accurate base map, and shall show the following information:
A. 
The name and address of the owner or owners of land to be subdivided, the name and address of the subdivider if other than the owner, the name of the licensed land surveyor and the name of the licensed professional engineer who prepared the sketch plan.
B. 
The location of the property with respect to surrounding properties and roads on an inset map at a scale of no less than one inch equals 200 feet. All property held by the applicant in the area should be identified.
C. 
The names of all adjoining property owners of record or the names of adjoining developments.
D. 
The location and approximate dimensions of all existing property lines and of any easements on the property, the nature of the latter to be described.
E. 
All existing structures, wooded areas, large trees, streams, swamps, rock outcroppings and other significant physical features within the portion to be subdivided and within 50 feet thereof. If topographic conditions are significant, contours shall also be indicated at intervals of not more than five feet or as required by the Planning Board.
F. 
The location, width and approximate grade of all proposed roads. Approximate elevations shall be shown at the beginning and end of each road, at road intersections and at all points where there is a decided change in the slope or direction.
G. 
The area of the land included in the sketch plan and the approximate location, dimensions and area of all proposed or existing lots.
H. 
The approximate location and dimensions of all property proposed to be set aside for the playground or park use.
I. 
Proposed provision of water supply, fire protection, disposal of sanitary waste, stormwater drainage, road trees, road lighting fixtures, road signs and sidewalks, data on which must be available for consideration at this stage.
J. 
The date, approximate true North point and scale.
A. 
All final plats shall be clearly and legibly drawn on a transparent linen or film, such as Mylar or Cronoflex, using black waterproof ink. The preliminary plat may, if desired, be drawn in pencil on the same type of transparent material so that, upon approval, it may be inked in with any necessary changes for submission as the final plat.
B. 
Drawings shall be on uniform size sheets not larger than 24 inches by 36 inches and at a scale of no less than one inch equals 100 feet. Whenever any subdivision is of a size that requires more than one sheet, an index map of the same size shall accompany these sheets, or a small index map may be drawn on the corner of each individual sheet.
C. 
The following information shall be shown on the final plat:
(1) 
The proposed subdivision name or identifying title which shall not duplicate or too closely approximate that of any other development in the village.
(2) 
The date, approximate true North point and graphic scale.
(3) 
The name, address and signature of the owner, the subdivider, the seal of the licensed professional engineer and licensed land surveyor who prepared the plat.
(4) 
The names of owners of record of abutting properties or developments.
(5) 
The locations, names and widths of abutting and existing roads, highways, easements, building lines, parks and other public properties. The location of all water bodies, swampy areas, streams and existing buildings. Buildings to be removed as a condition of plat approval shall be so identified.
(6) 
Locations, widths and names of all proposed roads, and the location, dimensions and status of all easements proposed by the subdivider.
(7) 
Lot areas in square feet.
(8) 
The location and dimensions of all boundary lines of the subdivision and the location of all lot lines with accurate dimensions and bearings or angles. All lots shall be suitably numbered for identification.
(9) 
Sufficient data to determine readily the location, bearing and length of all lines, and to reproduce such lines upon the ground.
(10) 
The radii of all curves and lengths of arcs.
(11) 
The location of all existing and proposed monuments.
(12) 
The accurate location and dimensions of all property which is offered or to be offered for dedication for public use, with the purpose indicated thereon, and of all property that is proposed to be reserved by deed covenant for the common use of the property owners of the subdivision.
(13) 
The following notation shall be shown on the plat:
(a) 
Endorsement of the County Health Department, and any notations required by that Department.
(b) 
Explanation of drainage easements as follows:
"The drainage easements (or the drainage discharge points) shown hereon establish the perpetual right to discharge stormwater runoff from the highway and from the surrounding area onto and over the effected premises by means of pipes, culverts or ditches, or a combination thereof, together with the right of the holder of fee title to the highway, or his authorized representatives, to enter said premise for purposes of making such installations and doing such maintenance work as said holder of the fee title may deem necessary to adequately drain the highway and surrounding area."
(c) 
Explanation of sight easements as follows:
"The sight easements shown hereon establish the perpetual right of the holder of fee title of the highway, or his authorized representatives, to clear, regrade and maintain the area within these easements at such elevation that there is a clear line of sight anywhere across the area between observer's eye at the nearest edge of the road and an object one foot above the nearest edge of pavement on the intersecting road."
(d) 
Explanation of reservations as follows:
"Reserved for highway purposes (or recreation purposes or other approved purpose)."
(e) 
Endorsement of owner as follows:
"I hereby grant my approval to this plat and consent to the filing of it in the office of the County Clerk.

(f) 
Explanation of slope easements, as follows:
"The slope easements shown hereon convey to the (insert here `Village of Millerton' or `holder of fee title of the highway' or other phrase as directed by the Planning Board) the right to enter said premises for the purpose of cutting and maintaining a stable earth slope."
(g) 
Where streets, parks and other reservations are not offered for cession to the village, a notation shall be made of the statement of maintenance responsibility to be included as part of the deed of each lot shown on subdivision plat.
(h) 
A notation that no offer of dedication to the village is to be made for the roads, parks or other reservations shown on the plat unless a formal offer of cession has already been submitted or is to be submitted as part of the application for subdivision approval.
(14) 
An inset area map at a scale of one inch equals 400 feet, showing all streets and property within 500 feet of the applicant's property. All property held by the applicant should identified, and the area included in this application should be shaded. The approximate location of the proposed streets in the applicant's subdivision should be shown.
(15) 
The area included in the subdivision, in the following format:

(17) 
Notations of any self-imposed restrictions and locations of any building lines proposed to be established in this manner.

All construction plans required to be submitted with the proposed subdivision plat shall be clearly and legibly drawn on a transparent material. The final construction plan shall be drawn on transparent linen or film such as Mylar or Cronoflex, using black waterproof ink. The construction plan may, if desired, be drawn in pencil on the same type of transparent material, so that upon approval it may be inked in with any necessary changes for submission as the final construction plan.
B. 
All drawings shall be on uniform size sheets not larger than 24 inches by 36 inches and at a scale of no less than one inch equals 50 feet. Whenever any subdivision is of a size that requires more than one sheet, an index map at the same size shall accompany these sheets or a small index map may be drawn on the corner of each individual sheet.
C. 
The following information shall be shown on the construction plans:
(1) 
Profiles showing existing and proposed elevations along the center lines of all streets. Where a proposed street intersects an existing street or streets, the elevation along the center line of the existing street or streets within 100 feet of the intersection shall be shown. All elevations must be referred to established United States Geological Survey bench marks.
(2) 
The Planning Board may require a cross-section where steep slopes exist, showing present elevations of all proposed streets every 100 feet at five points on a line at right angles to the center line of the street, and said elevation points shall be at the center line of the street, each property line and points 25 feet inside each property line.
(3) 
Plans and profiles showing the location and a typical cross-section of street pavements, including curbs and gutters, sidewalks, manholes and catch basins; the location of street trees, streetlighting standards and street signs; the location, size and invert elevations of existing and proposed sanitary sewers, stormwater drains and fire hydrants; and the exact location and size of all water, gas or other underground utilities or structures.
(4)

(5)

(7) 
All sheets of the construction plans shall be appropriately titled and shall be consecutively numbered as "sheet ______ of ________."
(8) 
Title, name, address, signature and seal of the licensed engineer or surveyor preparing the construction plans, and the date prepared, including revision dates, if any.
