All connections, including work within the public and/or Town's right-of-way, shall be inspected by the Town under the direct supervision of the Town Engineer or his representative.
Except as otherwise provided herein, the Town may approve a permit to a user outside the Town limits.
Upon receipt of a proper application and after a permit has been issued for a connection by the Town, all work performed and all materials required shall be at the expense of the user. All work and materials installed shall be subject to inspection by the Town Engineer or authorized representative, and no such work shall be laid or covered until after such representative shall have approved all work and materials and a satisfactory test has been completed.
The Town shall have the right to install and maintain, at the Town's expense, any auxiliary recorders, transmitters and/or other equipment within and/or around the meter pits which the Town shall deem to be in the best interests of the Town and to the operation of its system.
It is not the purpose of the Town to treat sewage for individual consumers, and the Town has the right to reject any and all such applications for such treatment. The Town does recognize, however, that in some cases no other source of treatment is available and, in the interest of public health, will review any such application in writing on the form provided by the Town for such service of a temporary nature. As a condition for such service, the user shall agree to connect with a municipal sewer system as soon as available.
The Town shall have the right to accept and/or reject any and all applications for service of a nature not hereinbefore covered by these rules and regulations, including the right to determine the rates for such service, and shall approve only those permits which will not be detrimental to the best interests of the Town.
No person, except the Town Engineer or his authorized representative, shall terminate or restrict service at any connection to or from the Town sanitary sewerage system.
The Town has the right, upon reasonable notice to the property owner and upon the property owner's failure to make necessary repairs, to terminate service from or in any Town main or to any service connection to said mains at any time, without notice, that it is deemed necessary because said service is detrimental to the Town's sanitary sewerage system. The Town shall not be responsible for any damage that may result therefrom.
The Town shall use reasonable care and diligence to provide a constant treatment of sewage for all users, but shall have the right at any time, without notice, to terminate services in its mains or in any service connection for the purpose of making repairs and/or extensions or for any other purpose, and it shall be expressly agreed that the Town and its officers, agents and employees shall not be liable for any deficiency or failure of any kind for any cause whatsoever.
The Town shall have the following rights, in addition to all other such reservations set forth within these rules and regulations for ICR and user charges:
A. 
To make such changes in the rules and regulations as it may deem to be in the best interests of the Town.
B. 
To make such changes in the rates for sewage treatment as may in its judgment seem to be for the best interests of the Town.
C. 
To order existing service connections and/or fixtures to be replaced with the acceptable materials as determined by the Town Engineer and to refuse service with all penalties hereinbefore set forth for failure of a consumer to comply with such order.
D. 
To have free access to enter the premises of any consumer, at any reasonable time, for the purpose of inspection, reading, repair and/or replacement of meters or other fixtures.
E. 
To enter into contracts with other corporations for sewage treatment, either into or out of the Town, to or from such corporations and under such terms and conditions as shall properly protect the best interests of the Town.
F. 
To reject any or all applications for service which do not provide for full compliance of these rules and regulations.
