[Adopted 2-9-2006 as Sec. 1-16 of the 2006 Code of the Borough of High Bridge]
For the purpose of construing the meaning of any provision of
this Code and any other ordinances heretofore or hereafter adopted,
except as the context may otherwise require:
A.
Words importing the singular shall include the plural; words importing
the plural shall include the singular; and words importing one gender
shall include all other genders.
B.
Footnotes and section titles have been inserted only for the purpose
of facilitating reference to various sections, and are not intended
and shall not be utilized to construe the intent and meaning of the
text of any section.

C.
"Shall" is mandatory and "may" is permissive.
D.
The time within which an act is to be performed shall be computed
by excluding the first and including the last day, and if the last
day be a Sunday or a legal holiday, that day shall be excluded.
E.
Whenever a specific time is used, it shall mean the prevailing and
established time in effect in the State of New Jersey on the applicable
date.
F.
Any citation of a statute, rule, regulation, or ordinance shall be
deemed to refer to such statute, rule, regulation, or ordinance as
amended, whether or not such designation is included in the citation.
