On all properties owned, operated and/or maintained by the Township of Little Falls, except for those areas specifically delineated in this Code.

Within 10 feet of all fire hydrants located at the Passaic Valley Regional High School.
7-40.2 
   Penalty. Any person violating this section shall be subject to a fine of $50 per offense. No appearance in municipal court shall be required for the payment of this fine.

7-40.3 
  No stopping or standing zones. The following areas shall be designated as "NO STOPPING OR STANDING" zones:
A. 
Passaic Valley Regional High School.
(1) 
Drive No. 1 (as shown on the site plan) on the side of the drive which borders the Walton Field area, along the entire length of the drive.
(2) 
Drive No. 2 (as shown on the site plan) on each side of the drive along the entire length of the drive.
(3) 
Drive No. 3 (as shown on the site plan) along the curb around the perimeter of the Passaic Valley Regional High School building.
7-40.4 
   Speed limits. Vehicular traffic shall be subject to the following speed limits:

7-40.6 
   Little Falls School No. 1.

A. 
Property description. The provisions of this subsection shall apply to the property of the Township surrounding Little Falls School No. 1, located at 32 Stevens Avenue, Little Falls, New Jersey. The parking areas regulated hereby include the angled parking spaces along the west side of Ridge Avenue between Stanley Street and Walnut Street and those spaces along the south side of Stanley Street between Stevens Avenue and Ridge Avenue.
B. 
Parking regulations.
(1) 
All vehicles must be parked in designated parking areas only and between the lines provided.
(2) 
Between the hours of 7:00 a.m. and 5:00 p.m. on days that school is in session, all vehicles parked in the angled spaces along Ridge Avenue and Stanley Street must display a parking permit hangtag recommended by the Little Falls Board of Education and issued by the Township. The fee for such permit shall be set by the Township at $300 per year.
(3) 
Only vehicles displaying a handicapped parking permit issued by the New Jersey Motor Vehicle Commission may be parked in handicapped stalls.
(4) 
During emergencies parking may be temporarily prohibited or otherwise further regulated upon a declaration of emergency by the Mayor.
(5) 
Parking may be temporarily prohibited for snowplowing and removal in accordance with the Township's generally applicable ordinance regarding same.
C. 
Penalty. Any person who violates any provision of this subsection shall be liable to a fine in the Municipal Court in the amount of $50 for the first offense and not to exceed $75 for any second offense within six months. A third offense within six months shall be subject to a fine of up to $250.
7-40.7 
   Little Falls School No. 2. No person shall park a vehicle on the property of the Little Falls Board of Education parking areas at School No. 2, which is located at 78 Longhill Road, Little Falls, New Jersey, between the hours of 7:00 a.m. and 5:00 p.m. except those vehicles bearing Board of Education ID stickers, issued by that authority. No person shall park a vehicle on such property between 5:00 p.m. and 10:00 p.m. unless in attendance at school functions.

7-40.8 
   Little Falls School No. 3. No person shall park a vehicle on the property of the Little Falls Board of Education parking areas at School No. 3, which is located at 560 Main Street, Little Falls, New Jersey between the hours of 7:00 a.m. and 5:00 p.m. except those vehicles bearing Board of Education ID stickers, issued by that authority. No person shall park a vehicle on such property between 5:00 p.m. and 10:00 p.m. unless in attendance at school functions.

7-40.9 
   Municipal Building Parking Lot.

A. 
Property description. The provisions of this subsection shall apply to the property of the Township located at 225 Main Street, Little Falls, New Jersey. The parking area regulated hereby consists of the municipal parking lot behind the Township Municipal Building.
B. 
Parking regulations.
(1) 
All vehicles must be parked in designated parking areas only and between the lines provided.
(2) 
Between the hours of 7:00 a.m. and 5:00 p.m., the parking of vehicles in the municipal parking lot shall be restricted for use by those persons visiting or working at the Municipal Building.
(3) 
Only vehicles displaying a handicapped parking permit issued by the New Jersey Motor Vehicle Commission may be parked in handicapped stalls.
(4) 
During emergencies parking may be temporarily prohibited or otherwise further regulated upon a declaration of emergency by the Mayor.
(5) 
Parking may be temporarily prohibited for snowplowing and removal in accordance with the Township's generally applicable ordinance regarding same.
(6) 
Unauthorized vehicles parked in the municipal lot between the hours of 12:00 a.m. and 8:00 a.m. shall be subject to being towed.
(7) 
The Township may reserve parking spaces for various types of municipal vehicles and/or officials. Such reserved spaces shall be prominently identified. Only authorized vehicles may be parked in such reserved spaces; all other vehicles will be subject to ticketing and towing at owner's expense.
C. 
Any violation of this section shall be punishable by a fine of $50 per offense. No appearance in municipal court shall be required for the payment of this fine.

7-40.10 
     Civic Center and 35 Stevens Avenue Parking Lots.

A. 
Property description. The provisions of this subsection shall apply to the properties of the Township located at 19 Warren Street and 35 Stevens Avenue, Little Falls, New Jersey. The parking areas regulated hereby consist of the municipal parking lots servicing the Township Civic Center (19 Warren Street) and the former Township Municipal Building (35 Stevens Avenue).
B. 
Parking regulations.
(1) 
All vehicles must be parked in designated parking areas only and between the lines provided.
(2) 
Between the hours of 6:00 a.m. and 9:00 p.m., the parking of vehicles in the municipal parking lots shall be time-restricted such that no vehicle may be parked or remain standing for three or more consecutive hours.
(3) 
Between the hours of 9:00 p.m. and 6:00 a.m., all vehicles parked in the municipal lots must display a parking permit hangtag issued by the Township. The fee for such permit shall be set by the Township at $300 per year.
(4) 
Only vehicles displaying a handicapped parking permit issued by the New Jersey Motor Vehicle Commission may be parked in handicapped stalls.
(5) 
During emergencies parking may be temporarily prohibited or otherwise further regulated upon a declaration of emergency by the Mayor.
(6) 
Parking may be temporarily prohibited for snowplowing and removal in accordance with the Township's generally applicable ordinance regarding same.
(7)

7-40.11 
     Morris Canal, Stanley Street Parking Lot (Entrance located on Stevens Avenue), Little Falls Sports and Recreation Center Parking Lots (Located on Paterson Avenue).

A. 
Property description. The provisions of this subsection shall apply to the property of the Township locally known as a portion of the old Morris Canal. The parking areas regulated hereby consist of the municipal parking lots bordering the Passaic River behind the buildings at the intersection of Main Street and Paterson Avenue.
B. 
Parking regulations.
(1) 
All vehicles must be parked in designated parking areas only and between the lines provided.
(2) 
Between the hours of 6:00 a.m. and 11:00 p.m., the parking of vehicles in the municipal parking lot shall be time-restricted such that no vehicle may be parked or remain standing for three or more consecutive hours.
(3) 
Between the hours of 11:00 p.m. and 6:00 a.m., all vehicles parked in the municipal lots must display a parking permit hangtag issued by the Township. The fee for such permit shall be set by the Township at $300 per year.
(4) 
Only vehicles displaying a handicapped parking permit issued by the New Jersey Motor Vehicle Commission may be parked in handicapped stalls.
(5) 
During emergencies parking may be temporarily prohibited or otherwise further regulated upon a declaration of emergency by the Mayor.
(6)

Whenever snow has fallen and the accumulation is such that it covers the roadway, an emergency shall exist and no vehicle shall be parked in the main lot overnight and permitted cars will only be allowed to park in an alternate lot so designated and posted by the Township for the duration of the snow event. The above parking prohibition shall remain in effect after the snow has ceased and until the parking lot has been plowed sufficiently and to the extent that parking will not interfere with the snow plowing or the normal parking arrangements. No other vehicles than those possessing a permit will be allowed in the alternate lot and may be subject to penalty.

(10) 
Only vehicles displaying a valid Enterprise Fire Company 2 parking decal issued by the Township of Little Falls may be parked in designated Fire Department stalls.

C. 
Any violation of this section shall be punishable by a fine of $50 per offense. No appearance in municipal court shall be required for the payment of this fine.

7-41.1 
   Definitions. As used in this chapter:
OFF-STREET PARKING PROJECT
The areas or places constructed or acquired and operated by the Parking Authority of the Township for the parking and storing of vehicles and shall include all real and personal property, driveways, roads, approaches, structures, garages, meters, mechanical equipment, and all appurtenances and facilities, either on, above or underground, which are used or usable in connection with such parking or storing of vehicles.
PARKING SPACES
The area or portion of an off-street parking project within which a vehicle may be properly parked. The space shall be bounded by a curb or lines marked on the surface of the project or by a combination of curb and lines.
7-41.2 
  Parking meter zones. The following described areas in the Township are hereby established as parking meter zones:

7-41.3 
   Authority and enforcement.
A. 
The Parking Authority of the Township shall have the authority to fix rules and standards pertaining to legal parking limits; setting up of parking fees and charges; period of operation of off-street parking; and any authority heretofore granted the Parking Authority by contract entered into with the Township.
B. 
Enforcement of regulations. The Police Department of the Township is hereby authorized to enforce all rules and regulations of the Parking Authority of the Township set forth in this article.
7-41.4 
   Parking regulations.
A. 
Unlawful extension of parking time prohibited. It shall be unlawful for any person to deposit or cause to be deposited in a parking meter any coin or coins for the purpose of extending the parking time beyond the lawful parking limit as specified.
B. 
Overtime parking. No person shall permit a vehicle registered in his name to remain in any parking space while the parking meter adjacent to the parking space displays a signal showing that the time for which the privilege granted to park in the space has expired.
C. 
Proper parking. Suitable lines or markings shall be provided on the off-street parking projects to denote and designate each space. It shall be a violation of this chapter to park any vehicle across any lines or markings or to park a vehicle in such a position that the vehicle is not entirely within the area designated by the lines or markings as a parking space.
D. 
Removal of vehicles. The Parking Authority and the Police Department shall have the right to remove from any off-street parking projects any unattended vehicle parked or standing in any portion of such parking project which is not designated as a parking space, or any unattended vehicle parked or standing in a designated parking space which has remained in the lot for a period of 10 hours after a summons has been issued charging a violation of this chapter. When a vehicle is so removed from a parking project, the owner of the vehicle shall pay all reasonable charges for towing, storage, and other expenses incurred in removing the vehicle before being entitled to recovery or possession of the vehicle.
E. 
Prohibited use of parking projects. No person shall wash, paint or repair any vehicles in any off-street parking project. However, nothing in this subsection shall be construed to prohibit necessary emergency repairs of any vehicles.
F. 
Tampering with meters prohibited. No person shall tamper with parking meters or deposit any slug, device or substitute for a coin of the United States. No person shall deface, injure, tamper with, willfully break, destroy or impair the usefulness or open without authority any parking meter installed in the off-street parking projects.
