Of the laws enumerated in the schedule hereto
annexed, that portion specified in the last column is hereby repealed;
but the repeal of such laws shall not affect any act done, privilege
granted, right accorded or established, institution located, or any
proceeding, suit or prosecution had or commenced previous to the time
such repeal shall take effect, but every such act, privilege, right,
location and proceeding shall remain as valid and effectual as if
such laws had remained in full force, subject nevertheless, to the
provisions of this Charter.
This act shall take effect immediately.
