The Purchasing Board shall consist of the mayor, the director of finance, ex officio, one member of the city council elected by the council on the first Monday in January of each even numbered year to serve for a term of two years and three public members. The public members shall be persons qualified by training and experience. On the first Monday in January in 1954, or as soon as may be thereafter, three members shall be appointed to serve until the first Monday in January, one, two and three years, respectively, thereafter. On the first Monday of January in each succeeding year, or as soon as may be thereafter, there shall be appointed one member of said board to succeed the member of said board whose term is expiring, and to hold office until the first Monday of January three years thereafter.
The personnel board shall consist of five members. On the first Monday of January in 1954, or as soon as may be thereafter, five members shall be appointed to serve until the first Monday of January one, two, three, four, and five years thereafter, respectively. On the first Monday of January in each succeeding year, or as soon as may be thereafter, there shall be appointed one member of said board to succeed the member whose term is expiring, and to hold office until the first Monday of January five years thereafter.

The board of appeals shall consist of five members; provided, however, that there shall be a sixth member of said board who shall serve and an alternate and shall serve as a member of said board only upon the absence from any meeting of said board of a regular member thereof. On the first Monday of January in 1954, or as soon as may be thereafter, five members shall be appointed to serve until the first Monday of January, one, two, three, four, and five years thereafter, respectively. On the first Monday of January in each succeeding year, or as soon as may be thereafter, there shall be appointed one member of said board to succeed the member of said board whose term is expiring, and to hold office until the first Monday of January five years thereafter. The alternate member of said board shall be appointed in the same manner as other members of said board, but to serve until the first Monday of January three years thereafter. At all times the members of said board shall include an engineer or architect, a person admitted to practice law before the supreme court of the state, and a person engaged in the real estate business in the city.

Editor's Note: Inasmuch as Ch. 2071, Sec. 1, approved April 25, 1989, abolished the board of sinking fund commissioners, the provisions of Sec. 3-703 of this Charter, pertaining to said board and the membership thereof, have been removed. Section 3-703 bore no history note.
The canvassing authority of the city shall be the board of canvassers which shall consist of three members, not more than two of whom shall be adherents of the same political party. The mayor shall, on or before the date of the first regular meeting of the council in February, 1954, appoint with the approval of a majority of the members of the council, three members of said board to serve for terms of one, two, and three years, respectively from the first Monday in March of said year. On or before the date of the first regular meeting of the council in February, 1955, and annually thereafter, the mayor shall appoint, with the approval of a majority of the members of the council, a member of said board to replace the member whose term is next expiring, and to serve for a term of three years from the first Monday of March of said year. Vacancies in the said board shall be filled for the remainder of the unexpired term in the same manner as for newly appointed members of the board. Each appointee shall be an adherent of one of the political parties which received in the next previous general election for state senators not less than twenty-five per cent of the total vote cast in the city for state senators from the city, and appointments shall be made in the following manner: Not later than fourteen days before the date of the first regularly scheduled meeting of the council in February in each year, and within fourteen days after the occurrence of a vacancy on said board, the chairman of the city committee of the political parties aforesaid, shall submit to the mayor the names of five persons for each member of said board to be filled. If the chairman of any of said political parties shall fail to submit lists as aforesaid, then within forty-eight hours thereafter, a majority of the city committee of said political party may submit such a list to the mayor. The mayor shall then submit to the council from said lists the names of the persons appointed by him to said board. If the council shall refuse to approve the appointment of any person to said board, the mayor shall submit to the council another person named on one of said lists. If the council shall refuse to approve the appointment of the second name so submitted, the mayor may appoint any other person on said lists to said board without the approval of the council. If the chairman of the city committee of a political committee of a political party entitled to an appointment to said board shall fail or refuse to submit a list of names as aforesaid, the mayor shall appoint to said board with the approval of a majority of the members of the council, any person known by him to be a member of the political party entitled to said appointment.

The Board of Trustees of Public Libraries shall consist of seven members appointed to serve for terms of three years, with their terms so arranged that the terms of two trustees shall expire in one year, the terms of two more trustees shall expire the second year, and the terms the other three trustees shall expire the third. All terms shall expire on the last day in January, and appointments shall be made during the month of January to fill the positions of the trustees whose terms are about to expire. The Board of Canvassers shall prescribe the sequence of appointments and term lengths during the transition from five year to three year terms that shall be required to achieve the pattern of appointments herein prescribed.

(1) 
The city planning commission shall consist of seven (7) voting members appointed by the mayor. On the first Monday of January in 1954, or as soon as may be thereafter, five members shall be appointed to serve until the first Monday of January, one, two, three, four, and five years thereafter, respectively. On the first Monday of January in 2023, the mayor shall appoint two (2) additional members to the city planning commission such that the city planning commission shall have seven (7) members. On the first Monday of January in each succeeding year, or as soon as may be thereafter, there shall be appointed one member of said board to succeed each member of said board whose term is expiring, and to hold office until the first Monday of January five years thereafter so that the term of each member is staggered to all for an appointment of a member in January of each year.
(2) 
There shall be two alternate members, who shall be appointed on the first Monday in January, 2025. Alternate members of said board shall be appointed to an initial term of three years in the same manner as other members of said board. Upon expiration, the alternate members shall be appointed or reappointed to successive three-year terms in the same manner.
Alternate members shall be allowed to participate in any matter before the Commission, but shall only be allowed to vote on a matter or question when taking the place of a member who is absent from the proceeding.

The School Committee shall consist of seven members elected at large, each to serve for a term of two years or until his or her successor is elected and qualified. If a vacancy shall occur in the School Committee more than one hundred and eighty days before the time for holding the next succeeding municipal election, the candidate who finished eighth in the last general municipal election shall be duly sworn in and serve until the next scheduled municipal election. Should the candidate who finished eighth be incapacitated or choose not to serve, or if there was no eighth candidate in the prior election, then the City Council shall elect some qualified person to fill said vacancy until the next scheduled municipal election. If a vacancy shall occur one hundred and eighty days or less before the next succeeding municipal election, the Council shall elect some qualified person to fill such vacancy until the next scheduled municipal election.

The water supply board shall consist of the city finance director, ex-officio, one member of the City Council elected by the council, and four other members appointed by the mayor subject to the approval of the city council. The mayor, after the start of the new fiscal year, shall appoint, subject to the approval of the council, four members of said board, one each for terms of one, two, three and four years respectively, on the first Monday in January, 1971; and annually thereafter on the first Monday in January, or as soon thereafter as may be, the mayor shall appoint, subject to the approval of the council, one member to said board for a term of four years. When any vacancy in said board occurs, the mayor will make an appointment, to fill the unexpired term, within a period of thirty days. The mayor shall, in all such cases of appointment, notify the council in writing of his appointment, and the council shall, within fifteen calendar days after receipt of said notice, act upon said appointment. If the council shall, within said fifteen calendar days, vote by a majority of its members to disapprove such appointment, it shall so notify the mayor, who shall forthwith appoint and notify the council of the appointment of the different person, and so on in like manner until the council shall fail to so vote disapproval of the mayor's appointment. If the council shall fail, for fifteen calendar days next after notice, to act upon any such appointment of which it has been notified by the mayor, or to disapprove the same within said period if action is taken thereon, the council shall be deemed to have approved such appointment. The ex-officio member shall receive no further compensation for services on said board, and the other members of said board shall receive no compensation for services thereon. Upon the qualifications for or acceptance of any state or federal office to which compensation is attached, by any member of the board the office of such member of said board shall immediately become vacant. Except for the ex-officio member of said board, and the one member of the board who is also a member of the City Council, the members shall hold no other municipal office in, nor be employed by, any city or town served by the board during their incumbency as members of said board.

The Pawtucket Redevelopment Agency shall consist of five members, who must be resident electors of the city, appointed by the mayor with the approval of the council. Appointments of members shall be made on the first Monday of January, or as soon as may be thereafter, to terms which are so arranged that the term of one member shall expire each year, and the term of each member shall be for five years from date of appointment, or until his or her successor has been appointed and has qualified. All vacancies shall be filled for the unexpired term. No member shall be an elected officer or an employee of the city. Members shall receive their actual and necessary expenses and may receive such other compensation as the council may prescribe. The agency shall elect a chairman and vice-chairman from among its members, and shall elect or appoint a secretary who need not be a member of the agency. The terms of office of the officers of the agency shall be as prescribed by the council.
