There shall be a department of public safety, the head of which shall be the director of public safety, who shall have general supervision over the various divisions of the department, and shall exercise such supervision in accordance with the provisions of this Charter specifying the duties and responsibilities of these divisions.
The police division shall consist of the chief of police and subordinate officers and employees, of such grades as prescribed by Article VII of this Charter. The police division shall be responsible for the preservation of the public peace, prevention of crime, apprehension of criminals, protection of the rights of persons and property, and enforcement of the laws of the state and the ordinances of the city and all rules and regulations made in accordance therewith. All members of the division shall have the same powers and duties with respect to the service of criminal process and enforcement of criminal laws as are vested in police officers by the statutes and laws of the state. The chief of police shall be in direct command of the division. Under the general supervision of the director of public safety, and subject to applicable state law and to agreements entered into pursuant thereto, the chief of police shall make rules and regulations in conformity with the ordinances of the city, concerning the operation of the division and the conduct of all officers and employees thereof; shall assign all members of the division to their respective posts, shifts, details and duties; and shall be responsible for the efficiency, discipline and good conduct of the division and for the care and custody of all property used by the division. Upon application of any individual, firm, corporation or association showing the necessity therefor, the chief of police may assign one or more special officers to be paid by the applicant to the premises of the applicant. He or she may also, at the request of the head of any department, board or commission of the city, and with the approval of the personnel division, appoint any employee of such department, board or commission to be a special officer. Special policemen shall take the oath required of members of the police force; shall wear when on duty in full sight a badge in the form prescribed by the chief except as excused by the chief; and while in or on the premises of the individual, firm, corporation or association requesting such appointment, and in the case of a city employee while in the performance of his or her official duties, shall have all the powers and duties of policemen of the city and shall be subject to the rules and regulations of the division of police. The chief shall further have the power to designate other employees of the city, or any other individuals, to direct traffic at school crossings. Such appointments or assignments shall be revocable by the chief of police at any time.

The fire division shall consist of the fire chief, who may serve as an assistant deputy fire marshal, and subordinate officers and employees, of such grades as prescribed by Article VII of this Charter. The fire division shall be responsible for the protection of life and property within the city from fire and for the enforcement of all laws, ordinances and regulations relating to fire prevention and fire safety. The fire chief shall be in direct command of the fire division. Under the general supervision of the director of public safety, and subject to applicable state law and to agreements entered into pursuant thereto, the fire chief shall make rules and regulations in conformity with the ordinances of the city, concerning the operation of the division and conduct of all officers and employees thereof; shall assign all members of the division to their respective posts, shifts, details and duties; and shall be responsible for the efficiency, discipline and good conduct of the division and for the care and custody of all property used by the division. Upon application of any individual firm, corporation or association showing the necessity therefor, the chief may assign one or more special firemen to be paid by the applicant to the premises of the applicant. Special firemen shall wear when on duty in full sight a badge in the form prescribed by the chief, and shall have the powers and duties of firemen of the city and shall be subject to the rules and regulations of the division. Such assignments shall be revocable by the chief at any time.
The division of licenses and inspections shall make all investigations required to be made before the granting of any license, shall make all inspections required to determine that conditions attached to any licenses are being met, and shall issue, and suspend or revoke after hearing all licenses and permits issued by the city, except:
(1) 
Such licenses and permits in this Charter authorized to be issued by any other department of the city;
(2) 
Such licenses required by law to be issued by the city council.
(3) 
Such licenses, the issuance of which are purely ministerial, as the city council may authorize the department of records to issue;
(4) 
Such licenses, pertaining to the keeping and dispensing of foods and beverages, and inspections of premises and products involved, as the city council may authorize the department of public health to issue, and suspend and revoke after hearing;
(5) 
Such licenses pertaining to buildings, electrical works, plumbing or other construction within the building code of the city, and inspections pertaining thereto, as the city council may authorize any other department to administer.
The division shall collect all fees for licenses and permits issued by it, and shall further manage all off-street parking facilities of the city, and collect all fees for parking, including the receipts of parking meters.

There shall be a defense civil preparedness agency, which shall function as a division of the department of public safety and under the general administrative supervision of the director of public safety, and shall be headed by a director of defense civil preparedness. The defense civil preparedness agency shall have powers and duties similar to those of the state defense civil preparedness agency under state law.
