The first council elected under the provisions of this Charter
shall have the right to employ outside experts to assist the law department
in preparing a new Code of ordinances for the city, and to enable
the city to adopt such a Code within one year after the effective
date of this Charter.
It shall be the duty of the city solicitor or the law department
of the city, between the dates of the adoption of this Charter and
the effective date thereof, to assemble all effective ordinances of
the city, and all statutes of the state pertaining to the city, to
assist the first council and administration elected and appointed
under the provisions of this Charter in the preparation of a Code
of ordinances.
