This Charter shall become effective on the first Monday of January, 1954, except in the following particulars.
(1) 
The mayor, members of the council and members of the school committee shall be elected in 1953 under the provisions of this Charter, and for that purpose, all provisions of this Charter pertaining to elections and the manner of conducting elections shall become effectively immediately upon the adoption of this Charter by the electors. The board of canvassers and registration, as then constituted, shall have all the powers and duties of the board of canvassers as in this Charter provided, for the purpose of conducting said election.
(2) 
All appropriations made in the budget ordinance for the fiscal year commencing July 1, 1953, shall be made to the then existing officers, departments, boards and commissions of the city or their successors under this Charter. Provision shall also be made in the budget ordinance for the fiscal year commencing July 1, 1953, for any offices, departments, boards or commissions created by this Charter to exercise new functions, and any such provision may be increased in 1954, notwithstanding any other provisions of this Charter.
(3) 
The provisions of Subdivision (1) of Section 5-200 shall be effective for the fiscal year commencing July 1, 1953.
(4) 
The provision of Section 4-602 shall be effective for the fiscal year commencing July 1, 1953.
If upon the effective date of any section or provision of this Charter there shall not then be an official appointed upon whom any duty is placed by said section or provision, it shall be the duty of the mayor to designate the official or employee of the city who shall perform temporarily the said duty.
