There is hereby established a Board of Recreation
for the Village.
The Board of Recreation shall consist of 15
citizens, residents in the Village, to be appointed by the Board of
Commissioners. Members of the Board shall serve for a term of three
years. Vacancies on the Board shall be filled in the same manner for
the unexpired term of any member whose office becomes vacant. Members
of the Board shall serve without compensation.
The members of the Board of Recreation shall
meet and organize within 10 days following their appointment. The
members of the Board shall elect from among their number a President,
Vice President and Secretary, who shall perform the duties ordinarily
incident to those offices. The Board shall meet at least once each
month.
The Board of Recreation shall adopt and from
time to time amend and supplement rules and regulations for the proper
administration and operation of the Board and the duties to be performed
by it, which rules and regulations shall become effective upon the
written approval of the Commissioner of Public Works, Parks and Public
Property, in whom is hereby vested the power and authority to modify,
amend or repeal any such rules and regulations when in his judgment
the public interest shall require.
A.
The Board of Recreation shall give consideration and
study to the recreational needs and requirements of the Village, so
far as they relate to any activity or participation therein which
the Board of Commissioners is by law authorized to make, and from
time to time submit to the Board of Commissioners the result of such
studies and consideration and such recommendations as the Board of
Recreation shall desire to make.
B.
Not later than the 15th day of November in each year,
the Board of Recreation shall submit to the Commissioner of Public
Works, Parks and Public Property the Board's suggestions and recommendations
for the recreational activities to be engaged or participated in by
the Village government during the succeeding fiscal year, together
with a detailed estimate of the cost thereof to the Village.[1]
C.
Upon the adoption by the Board of Commissioners of
any plan or program for such recreational activities and any appropriation
therefor, it shall be the duty of the Board of Recreation, under the
direction and with the approval of the Commissioner of Public Works,
Parks and Public Property, to put into effect such plan or program
and to supervise the operation and functioning thereof under such
rules and regulations as shall be promulgated by the Board of Recreation.
In addition thereto, the Board of Recreation shall perform such other
duties as the Commissioner or the Board of Commissioners may from
time to time determine.[2]
