[Adopted 4-25-1972 (Ch. 71, Art. I, of the 1985 Code)]
This article is enacted for the purpose of fixing license fees and regulating the sale of alcoholic beverages in the Village in accordance with the provisions of Chapter 1 of Title 33 of the Revised Statutes of New Jersey (N.J.S.A. 33:1-1 et seq.), and in accordance with the rules and regulations promulgated or to be promulgated by the State Commissioner of Alcoholic Beverage Control applicable hereto, and in accordance with the rules and regulations adopted by the Board of Commissioners not inconsistent with such law or such rules and regulations of the State Commissioner of Alcoholic Beverage Control.

No licensee shall sell, dispense or permit the consumption of alcoholic beverages on licensed premises between the hours of 3:00 a.m. and 6:00 a.m. from Sunday to Saturday; except that this restriction shall not apply to January 1 of each year (New Year's Day). No persons shall be permitted to occupy the licensed premises between the hours hereinabove set forth unless such persons shall be the owner, proprietor, shareholder, officer, employee or any authorized independent contractor of the licensee.

No person shall sell alcoholic beverages in any place which shall be concealed by screens or otherwise from public view, provided that this section shall not apply to holders of club licenses.
No person, other than the holder of a club license, shall sell alcoholic beverages in any place to which the public is not admitted.

No person shall sell, serve or deliver or allow, permit or suffer the service or delivery of any alcoholic beverage, directly or indirectly, to any person under the legal age for purchasing alcoholic beverages, or allow, permit or suffer the consumption of alcoholic beverages by any such person upon the licensed premises.
Any person, firm or corporation who shall violate any of the provisions of this article shall be punishable, upon conviction, as provided in Chapter 1, General Provisions, Article II, General Penalty.
