A. The purpose of this article is to establish and regulate
handicapped parking spaces for use by persons who have been issued
special identification cards by the Division of Motor Vehicles of
New Jersey or the agency of any other state having jurisdiction over
handicapped parking permits and the issuance of such identifications.
B. Parking spaces in front of private homes may be designated
as handicapped spaces by the Board of Commissioners upon recommendation
by the Chief of Police, if the homeowner has applied to the Department
of Police, on forms to be provided by the Chief, and has established
that a need for such space exists and that the homeowner or resident
therein has appropriate handicapped identification, as provided by
the State of New Jersey, as set forth in this article.
C. The application for a handicapped space shall be renewed
annually and shall establish the foregoing as well as the continued
residency of the handicapped homeowner/resident.
D. The size of the parking space shall not be less than
22 feet in length, provided that such parking is not otherwise prohibited
and that the permitting thereof would not interfere with the normal
flow of traffic.
E. Each parking space shall be marked with an R7-8 sign
from the Manual of Uniform Traffic Control Devices.
This article is enacted in accordance with N.J.S.A.
39:4-197.5, which confers upon the Village of Ridgefield Park the
right to establish handicapped parking spaces in order to preserve
and safeguard the public health, safety, morals and welfare.
No person shall stand, park or cause to be parked
any vehicle which is not operated by a handicapped individual in any
area or parking place which has been specifically designated as a
parking area or parking place for vehicles of handicapped persons.

A. A parking space for individuals with physical handicaps
shall be 12 feet wide, and such parking space shall allow room for
individuals in wheelchairs or individuals on braces, canes and crutches
to get in and out of either side of the vehicle onto a level and paved
surface suitable for wheelchairs and walking. It shall be marked in
accordance with the laws of the State of New Jersey and the ordinances
of the Village of Ridgefield Park.
B. Location.
(1) The location of spaces shall be in accordance with

(2) Spaces shall be located as per plans filed with the
Village Clerk's office.
(3) Any appropriately marked handicap parking on municipal
property or street.

A. Every person convicted of an initial violation of
a provision of this article and any supplement thereto shall be liable
to a penalty of not more than $250, together with the applicable court
costs and surcharges.
B. Every person convicted of a second or subsequent violation
of a provision of this article shall be liable to a penalty of at
least $250, together with the applicable court costs and surcharges.
A person who is found guilty of a second or subsequent offense may
also be sentenced to serve up to 90 days' community service on such
terms and in such form as the court shall deem appropriate.
The Village of Ridgefield Park shall recognize
all handicapped license plates, stickers or any other identification
issued by the State of New Jersey and other states or agencies having
the authority to regulate handicapped parking.
