[Adopted 3-22-1988 by Ord. No. 5-88 (Ch. 117, Art. V, of the 1985 Code)]
As used in this article, the following definitions shall have the meanings indicated:
COMPOSTING
The biological process of degrading a nonhazardous solid waste.
COMPOSTING FACILITY
An area set aside by a municipality or county for the storage and treatment of leaves to be converted to mulch for use in landscaping or as a landfill cover.
DWELLING UNIT
Includes a one-family home, two-family home, multifamily home and all condominiums, co-ops, flats and apartments.
LEAVES
Those materials naturally formed from trees and bushes that are suitable for composting and mulching purposes, including grass clippings.
PERSONS
Includes all individuals, partnerships, corporations, owners, tenants, lessees, firms, societies, schools, churches and associations, either profit or nonprofit, within the Village of Ridgefield Park.
RECYCLING
Any process by which materials which would otherwise become solid waste are prepared, separated, collected or processed and returned to the economic mainstream in the form of raw materials or products.
RECYCLING COORDINATOR
The person appointed by the Board of Commissioners who shall be authorized to coordinate the Village Recycling Program and who shall enforce the provisions of this article and all rules and regulations promulgated hereafter.
SOLID WASTE
Leaves normally placed at the curb during leaf season by all persons and occupants of the Village of Ridgefield Park for regular municipal collection.
It shall be mandatory for all persons within the Village of Ridgefield Park to separate their leaves from all other solid waste generated in or at any dwelling unit and place them out for collection by the Department of Public Works.

A. 
Leaves shall be source-separated from all other yard waste and placed in a loose condition along the curbline in front of each dwelling unit.
B. 
They shall be placed in a row along the roadway side of the curbline rather than in piles to prevent their extending into the traffic lane of the roadway.
C. 
A space shall be maintained between the leaf row and curb to allow for normal surface water flow in the event of rain.
D. 
Leaves shall be placed in the roadway for the pickup period.
A. 
Leaves shall be collected only on the day that the sweeper normally passes the front of your dwelling.
B. 
Leaves shall not be placed in plastic bags or any other type of container, only loose leaves shall be collected.
C. 
At no time shall leaves be placed on or between any plaza or center island which will impede their collection.
D. 
In the case of multifamily dwellings, condominiums, co-ops, flats, apartments, schools, churches, associations, societies or any other commercial establishments, the custodian, superintendent, manager or owner shall be responsible for the placing of all generated leaves and grass clippings at the curb in accordance with this article.
E. 
All landscape contractors shall be permitted to blow or rake leaves to the curbline of any premises on which they are working in full accordance with this article. In particular, they shall schedule their work with their customers so that no leaves are placed in the street sooner than one day prior to the sweeper schedule posted on the signs in front of the customer's dwelling.
F. 
If a dwelling unit lies on a corner lot facing two intersecting streets, the owner of the premises may choose the street on which he desires to place the leaves.
A. 
As mandated under the Recycling Act (N.J.S.A. 13:1E-92 et seq.), all leaves shall be placed at the curb for collection only between the dates of October 1 and December 31 each year.
B. 
Due to the availability of the Bergen County Compost Site, any leaves generated before October 1 and after December 31 will not be collected but must be disposed of privately.
C. 
There will be no leaf pickup if it has snowed during the night prior to or the morning of pickup day and an accumulation of two or more inches of snow is on the streets or if snow has started by 7:00 a.m. on pickup day.
This article shall be enforced by the Recycling Coordinator, the Superintendent and Assistant Superintendent of Public Works, the Police Department and such other departments or individuals of the Village of Ridgefield Park as designated by the Board of Commissioners of the Village of Ridgefield Park.
Any person who violates any provision of this article or any rules and regulations issued pursuant thereto shall, upon conviction thereof, be subject to a fine for the first offense of not more than $50 and a fine of not more than $100 for the second offense. Any person who violates this article a third time shall be subject to the penalty prescribed in N.J.S.A. 40:49-5.
