The owners of land fronting or bordering on streets, roads and highways and other areas where the public traverses in the Village of Ridgefield Park are required to keep the sidewalks in front of such lands in good repair. Such owners of land fronting or bordering on such streets, roads and highways in the Village shall construct, reconstruct, pave, repave, improve or repair, at their own proper cost and expense, the sidewalks fronting or bordering such lands within 45 days following notice to do so, given in the manner required by law. The Board of Commissioners shall have the authority to notify any owner or occupant of a parcel who fails to keep such property in good repair; and, after 45 days' notification, if such repairs are not done by the property owner or occupant, the Board of Commissioners shall have the authority, if it wishes, to have the repairs made to the sidewalk or take such other steps as may be necessary; and the expenses thereof, together with the interest and cost, shall be assessed as a tax and collected as a lien. Notice of such repairs and the fact that the repairs will be assessed as taxes against the property shall be given by the Village Clerk or a representative of the Building Department to the owner's or occupant's last known address, postage prepaid.
The construction, reconstruction, paving, repaving, improving and repairing of all sidewalks and driveways by the owners of abutting lands or their agents shall be under the supervision and to the satisfaction of the Building Department.
Sidewalks constructed, reconstructed, paved, repaved, improved and repaired within the Village shall be as per requirements of the Building Department. The owners of property fronting or bordering any street, road or highway may, upon securing written permission from the Construction Official, construct sidewalks of concrete pavement or bluestone abutting their respective properties, of a width equal to the space lying between the curbline and the property line. All sidewalks in R-1 and R-2 Districts shall be at least three feet wide. An allowance for a smaller width shall be made to accommodate existing shade trees.
All concrete pavement or bluestone sidewalks and driveways shall be barricaded or planked to prevent travel over the sidewalk or driveway or any other disturbance until the concrete is thoroughly set and hard.
All sidewalks and driveways shall be constructed, reconstructed, paved, repaved, improved and repaired to the grade of the streets, roads and highways established for that purpose by the Village Engineer. Grades shall be furnished to any property owner or to the owner's contractor upon application to the Building Department assigned that function by the Board of Commissioners or to the Village Engineer. No sidewalks or driveways shall be constructed, reconstructed, paved, repaved, improved and repaired without 48 hours' notice in writing to the Village Engineer in order that survey points or bench marks may be properly transferred and replaced.
Any person owning or in control of any property in which a sidewalk has to be constructed, reconstructed, paved, repaved, improved or repaired may construct, reconstruct, pave, repave, improve or repair that sidewalk with bluestone if he so desires. A request or plan where appropriate providing for construction with bluestone shall be prepared prior to the construction, paving, improving or repairing and shall be submitted to the appropriate official of the Village of Ridgefield Park for approval.
Any person, firm or corporation who shall violate any of the provisions of this article shall be punishable, upon conviction, as provided in Chapter 1, General Provisions, Article II, General Penalty.
